This position entails comprehensive management, oversight, and the formulation of security policies to support SAPs. A robust background in Test and Evaluation is essential, as this role serves as the primary security action officer for sensitive testing protocols. The candidate will operate with minimal supervision, exercising considerable autonomy to achieve objectives.

Key Responsibilities:

  • Administer and manage security protocols across multiple SAP elements.
  • Develop security policies, practices, and procedures tailored for various organizations and testing events.
  • Analyze complex security scenarios, determining the relevance of established protocols and the necessity for deviations.
  • Lead compliance inspection teams to ensure adherence to the National Security Program Operating Manual (NISPOM), DoDM series, ICD 705, and program Security Classification Guides (SCGs).
  • Review and authorize program Security Classification Guides (SCGs).
  • Oversee local procedures for classification guidance, document marking, and safeguarding.
  • Make final determinations on classification and declassification for projects.
  • Ensure compliance with physical security standards as per DoDM series, ICD 705, and program SCGs.
  • Manage documentation and accreditation processes for SAP facilities, ensuring all requirements are met.
  • Initiate and evaluate facility co-utilization agreements and memorandums of understanding.
  • Provide guidance on personnel security compliance and program access requests.
  • Develop security plans for the protection of classified information.
  • Organize and conduct security education and training for all personnel involved with SAPs.
  • Facilitate indoctrination and refresher training for personnel regarding their obligations to safeguard classified information.
  • Oversee the Top-Secret Control Officer Account and conduct annual inventories of classified materials.
  • Coordinate with senior personnel and action officers.
  • Represent security interests in high-level program meetings.
  • Support security needs at program working groups and conferences.
  • Provide oversight and guidance to defense contractors.
  • Maintain courier briefings and create necessary authorizations.
  • Verify program Access Rosters and assist in SAP pre-briefings and debriefs.
  • Possess extensive knowledge of OPSEC principles, vulnerability assessments, and Program Protection Plan (PPP) development.
  • Travel may be required to various locations.

Position Requirements:

  • Minimum of 7 years of experience as a PSO, with at least 5 years in acquisition SAPs.
  • Recent SAP-related experience within the last 9 months is essential.
  • Strong writing skills are necessary.
  • MS/MA in a relevant field or equivalent combination of education and experience.
  • Ability to lead diverse security-related tasks effectively.
  • Extensive expertise in applying security principles across various domains related to SAPs.

Security Requirements:

  • Top Secret clearance with current SCI eligibility is mandatory.

Physical Requirements:

  • Ability to remain stationary for over 50% of the time.
  • Effective communication skills are required for interaction with peers and senior personnel.
  • Frequent operation of computers and office machinery is necessary.
