Position Overview
The Center for Public Partnerships and Research (CPPR) is seeking a full-time Senior Research Engineer.

The Senior Research Engineer employs data science methodologies to evaluate public policy and health initiatives, including programs like TANF, early childhood education, and community health behavioral initiatives. This role involves leading a high-performing technology team dedicated to crafting and developing technical and infrastructural solutions for intricate data analysis within the social services sector, utilizing tools such as Excel, R, STATA, and Python.

Key Responsibilities
50% Data Science and Application Integration
  • Provide technical guidance to a team of junior developers and/or contract partners.
  • Act as the primary contact for internal and external data science integration projects involving existing or new applications or tools.
  • Direct the team and/or contractors in designing, developing, and prototyping solutions for data extraction and analysis, employing techniques such as natural language processing, image recognition, deep learning, and machine learning.
  • Assess business requirements from application owners and formulate technical specifications for implementation, including managing data requests.
  • Collaborate with the team or contractors to create and execute a robust software design, incorporating server-based components.
  • Review technical specifications to ensure comprehensive documentation of required changes or enhancements.
  • Provide constructive feedback to developers to ensure a solid foundation for code development and necessary unit tests.
  • Address diverse problems requiring analysis of situations or data, evaluating intangible variance factors.
  • Utilize knowledge of related disciplines to offer solutions to a variety of challenges and ensure implementation of solutions or changes.
  • Mentor team members throughout their assignments.

40% Practice Intelligence and Data Integration Projects
  • Lead initiatives related to establishing best practices in data integration, analytics, and transforming complex data into actionable insights.
  • Offer expert recommendations for data science and integration projects to internal and external stakeholders.
  • Review and authorize all workflows and components when collaborating with contractors or partners on complex data integration deliverables.
  • Engage with the development team to set standards for data capture and assess data quality, identifying key issues or trends.
  • Monitor industry changes to identify opportunities for enhancing integration and business intelligence tools.
  • Evaluate new technology releases relevant to business solutions.
  • Conduct econometric and statistical analyses on high-frequency administrative and survey data to derive insights influencing public and social policy.
  • Implement dashboards and interactive reports using relevant BI tools.
  • Collaborate with governmental agencies to establish data governance protocols for data-driven policymaking.
  • Recommend technology upgrades, assessing their value and associated risks.

Required Qualifications
  • Master's degree in Public Policy, Economics with Public Health, or a related field with quantitative research; or a doctorate in the listed fields with relevant experience.
  • Two years of experience in developing data analytics reports and products using Excel, and at least one of the following: R, STATA, or Python.
  • Two years of experience implementing business intelligence tools, dashboards, or interactive reports using Tableau, R Shiny, or other relevant BI languages.
  • Two years of experience conducting econometric or statistical analysis on high-frequency administrative or survey data.
  • Two years of experience collaborating with government agencies to establish data governance protocols.
