Job Overview

POSITION SUMMARY:

This role entails monitoring designated areas to ensure compliance with parking regulations and issuing citations for violations. The position requires working various shifts, including day and evening hours. Responsibilities may include operating a vehicle to oversee street cleaning activities and managing Residential Parking Permit (RPP) zones. This position is part of the American Federation of State, County and Municipal Employees Bargaining Unit and will adhere to the Collective Bargaining Agreement provisions. A background check is mandatory, and residency in the City of Pittsburgh is required.

KEY RESPONSIBILITIES:

  • Utilize a hand-held ticketing device for issuing citations.
  • Conduct foot and vehicle patrols of streets and parking lots.
  • Identify and ticket vehicles parked in violation of regulations, including expired meters and unauthorized parking in permit areas, in accordance with local and state laws.
  • Initiate procedures for immobilizing vehicles that repeatedly violate parking laws.
  • Report vehicles eligible for booting to the appropriate department.
  • Capture photographic evidence of violations using ticketing devices.
  • Inspect parking meters and kiosks to ensure proper functionality and report any issues.
  • Assist in street cleaning efforts by ticketing vehicles obstructing cleaning operations.
  • Attend court hearings as necessary to provide testimony regarding citations issued.
  • Refer code violations to relevant city departments when necessary.
  • Maintain accurate records of citations issued and other relevant data.
  • Work various shifts, including weekends and holidays, as required.
  • Collaborate effectively with city departments and agencies.
  • Perform additional duties as assigned.
  • Understand and adhere to Parking Authority regulations and union agreements.

REQUIRED QUALIFICATIONS:

  • Successful completion of a background check is essential.
  • Familiarity with Pennsylvania parking regulations and city ordinances.
  • Basic knowledge of Pittsburgh's geography.
  • Ability to endure extended periods of walking in various weather conditions.
  • Valid Class C Pennsylvania Motor Vehicle Operator's License is required.
  • Ability to manage public interactions with professionalism and courtesy.
  • Proficient in reading and interpreting signage.
  • Capable of accurately documenting information.
  • Ability to complete routine reports and assignments.
  • Effective communication skills, both written and verbal.
  • Ability to exercise sound judgment and discretion in various situations.
  • Establish and maintain positive relationships with the public and city officials.

EDUCATION AND EXPERIENCE:

  • High school diploma or GED equivalent, with at least one year of relevant work experience.
  • Experience with computer operations is preferred.
  • Coursework in human relations is advantageous.

RESIDENCY REQUIREMENT:

Proof of residency in the City of Pittsburgh is required and must be maintained throughout employment.

BACKGROUND CHECK:

A successful background check is a prerequisite for this position.

CERTIFICATIONS:

Must hold a valid Class C Pennsylvania Motor Vehicle Operator's License throughout employment.

UNION AFFILIATION:

This position is part of the American Federation of State, County and Municipal Employees (AFSCME) Bargaining Unit and will be filled in accordance with the Collective Bargaining Agreement.
