Job Summary

The Shingle Springs Band of Miwok Indians is seeking a highly skilled Senior Financial Manager to oversee the financial aspects of the Tribe's various grants. This role is pivotal in supporting the Tribe's initiatives and programs funded by various grants.

Key Responsibilities
  1. Ensure compliance with grant conditions, managing grant budgets, and preparing accurate financial reports.
  2. Collect and review all receipts for program compliance and ensure Capital Assets are purchased in compliance with CFR 75.439.
  3. Manage federal capital asset tracking spreadsheet ensuring compliance to CFR 413.134 guidelines on tracking, depreciation, and disposal.
  4. Prepare and input all accounting entries related to grant programs and restricted funds.
  5. Manage Grant tracking dashboard and prepare monthly progress reports for grant stakeholders and management.
  6. Perform month end reconciliation of all grant awards.
  7. Prepare all applicable financial reports for grant programs and work with department heads to ensure the timely submission thereof.
  8. Prepare and conduct drawdowns of funds as required and necessary for all grant programs.
  9. Liaise with grantors, auditors, and tribal departments to ensure effective communication and adherence to all grant requirements.
  10. Prepare Annual Schedule of Expenditures for Federal Awards for auditors.
  11. Compute, prepare and submit the annual negotiated indirect cost rate for each applicable grant. Negotiate the rate with the applicable agency as necessary.
  12. Attend professional development training and stay abreast of the Office of Management and Budget Circulars and their applicability to grants management as related to the A-133 Audit.
  13. Write, update, train and maintain the Grant Accounting Handbook, which will serve as the policies and procedures manual for all program managers.
  14. Maintain various databases, records, and files.
  15. May be required to perform additional general accounting duties as directed.
  16. Other related duties as assigned.
Requirements
  1. Bachelor's degree in accounting, finance, or a related field.
  2. Minimum of two years' experience in financial management, with specific expertise in managing grants.
  3. Thorough understanding of GAAP and applicable federal and tribal financial regulations.
  4. Must be culturally sensitive and able to work well with a diverse group of individuals, particularly American Indians individuals.
  5. Must be able to work independently without constant supervision.
  6. Must be proficient in the use of Microsoft Office.
  7. Must have knowledge of office principles, practices, and procedures as well as knowledge of the principles and methods of public and business administration.
Native Preference

Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
