International Trade Compliance Program Manager

We are seeking an experienced International Trade Compliance Program Manager to join our team at Johns Hopkins Applied Physics Laboratory (APL). As a key member of our compliance team, you will be responsible for ensuring that our export and import activities are in compliance with all relevant laws and regulations.

Key Responsibilities:
  • Manage and assess classification and jurisdiction of program hardware, software, technical data, and services under the ITAR, EAR, and Customs Regulations.
  • Review program and project proposals and contracts to determine licensing and compliance requirements.
  • Develop and implement export license applications, technical assistance agreements, manufacturing license agreements, and exemption/exception usage to support program execution and new business opportunities.
  • Provide training and guidance on export/import regulations and ensure compliance with terms and conditions of approved export/import authorizations.
  • Collaborate with program team personnel to understand products, software, technology, and services utilized in the mission area business segments.
Requirements:
  • At least 5 years of relevant experience working with the International Traffic in Arms Regulations and the Export Administration Regulations.
  • Working knowledge of the DECCs and SNAP-R licensing systems and international export and import shipping practices.
  • Strong organizational skills and proficiency with MS Office programs and Adobe Acrobat.
  • Bachelor's degree in a relevant field or equivalent level of experience.
  • Strong inter-personal skills, including excellent verbal and written communication skills.
  • Ability to obtain an interim Secret level security clearance by start date and ultimately obtain a Top Secret clearance.
Preferred Qualifications:
  • Master's degree in a relevant field.
  • At least 6 years of experience as an export coordinator, preferably with ITAR and EAR export and import licensing and compliance experience.
  • Working knowledge of the OCR EASE import/export integrated database management system.
  • Knowledge of research and development in a government contracting setting.
  • Qualified or able to become qualified as an Empowered Official.
  • Active Top Secret level clearance.

Applications are accepted on a rolling basis. The minimum annual salary is $63,000, and the maximum annual salary is $175,000.
