Administrative Health Officer

The Health Department of Northwest Michigan is seeking a highly skilled Administrative Health Officer to lead our public health efforts. As the chief administrative officer, you will be responsible for overseeing the overall organization and operation of the agency, ensuring compliant and effective enforcement of public health laws and regulations, and achieving established standards and best practices.
This is a contractual position that reports to the Board of Health. Salary is negotiable.
The successful candidate will have a strong background in public health administration, with experience in managing broad public health programs and leading teams to achieve organizational goals. They will also possess excellent communication and interpersonal skills, with the ability to articulate a clear vision for public health and inspire others to work towards a common mission.
Key Responsibilities
- Develop and implement policies, procedures, and programs to prevent disease and disability and promote the health of individuals, families, and the community.
- Provide executive leadership to the agency, working closely with Division Directors to develop and monitor a fiscally sound annual budget.
- Lead the incorporation of the Agency's Fundamentals values and strategic initiatives into the recruitment, training, development, and retention of a diverse employee workforce.
- Develop and sustain effective community partnerships with local and municipal policy makers, health and social service agency leaders, business leaders, educational leaders, and others to advance the strategic objectives of the Agency.
- Identify and assess health care and health education needs of current and unserved client populations and develop plans to extend services to unserved and under-served populations.
Requirements
- Master's degree in Public Health or a related field and 3 years of full-time public health administrative experience, or a related graduate degree and 5 years of full-time public health administrative experience, or a bachelor's degree and 8 years of full-time public health experience, 5 years of which shall have been in the administration of a broad range of public health programs.
- Credentialing and approval by the Michigan Department of Health and Human Services.
- Proficient in the principles and practices of public health, health education, disease prevention and control, and the knowledge of federal, state, and local statues and regulations governing the delivery of, and financing for, public health services.
Preferred Qualifications
- Experience in writing requests for grant proposals and developing and executing budget construction and administration.
- Excellent verbal and written communication skills, interpersonal and human relation skills, and contract administration principles and practices.
