First Resources Corp is seeking a highly skilled and experienced HCBS Director to lead our team in the development, coordination, and growth of resources and processes to ensure appropriate services are available to individuals throughout a specific region of the disability program.
Job Summary:The HCBS Director will be responsible for overseeing the interests of the organization in accordance with organizational policies, as well as governmental laws and regulations specific to disability services. This includes assisting in performing all tasks necessary to achieve the organization's mission, responsible for all administrative aspects of programming, including budget development and oversight, program integrity, program assessments, individual/staff utilization, etc.
Key Responsibilities:- Oversee the development and implementation of programs and services to meet the needs of individuals with disabilities.
- Coordinate and assign projects for each programmatic area to promote awareness and growth while reviewing and responding to findings to improve work methods and procedures.
- Maintain licensure/certification compliance related to disability service programs and develop new programs to promote overall organizational growth.
- Communicate departmental updates and concerns with the Chief Operating Officer and maintain excellent communication between other departments, locations, and staff.
- Work closely with the HR Department on all personnel matters within a specific geographic area of programming.
- Directly and indirectly provide supervision for disability service leaders by completing, overseeing, and/or assisting staff/Supervisors with staff evaluations, performance issues, disciplinary actions, training, etc.
- Disseminate pertinent information and promote open communication.
- Create a positive culture for all respective location(s).
- Work closely with the Compliance Department to ensure resolution of any identified need and proactively work to mitigate risks or penalties.
- Set performance targets for each disability services program, quarterly review of progress/need, and implementation of improvement measures as identified.
- Work closely with funding sources and regulatory agencies; stay educated of changes in funding, eligibility criteria, etc.
- Maintain the highest level of confidentiality always.
- Work collaboratively with other department directors, be an active participant of the Management and Operations Teams, and attend and participate in staff meetings and in-services.
- Evaluate turnover trends within each region of Adult Day Services and HCBS programs and establish at least an annual plan to increase retention efforts.
- Act as a liaison with parents, guardians, volunteers, and other contacts.
- Actively participate in/initiate communication with all internal/external parties so services for individuals are not interrupted due to lack of proper coordination.
- Ensure documentation requirements of staff, related to individual service, are adhered to, and completed in a timely manner.
- Work closely with HR and immediate supervisor to identify staff vacancies, post job openings, and hire qualified staff members.
- Act as a back-up to all "on-call" rotations within ADH and HCBS Residential programs.
- Ability to travel at least 35% of the time and to work occasional evenings and weekends for meetings and/or events.
- Maintain a professional appearance and work effectively with people.
- Ability to understand, train, and satisfy the Job Descriptions of all positions affiliated with the disability services department.
- Prefers a candidate with a least a Bachelor's Degree in Human Services or related field.
- At least two (2) years' experience with basic knowledge of Home and Community Based Services (HCBS) programs and Department of Inspections and Appeals (DIA) requirements, specific to Adult Day Care services.
- Prior supervisory experience required.
- Must possess basic knowledge of computers and computer-based programs.
- Able to lift a minimum of 40 pounds without restrictions.
- Successfully complete the new hire orientation checklist.
- Satisfactory attend all required trainings by agency.
- Successfully complete the established medication administration training and pass medications accordingly.
- Must be able to obtain CPR/First Aid Certification within the initial 30 days of employment, and actively maintain certification throughout employment.
- Must have valid driver's license and personal auto insurance as required by the State of Iowa and be insurable under the company's insurance.
