Lead IT Project Supervisor

Position Overview:
The individual will serve as the Branch Chief of the Simulation and Integration Branch, overseeing and directing the professional, technical, and administrative functions of a highly skilled team of engineers and scientists.

Key Responsibilities:
- Direct and manage the strategic vision and alignment of a technical workforce engaged in customer-funded research and development, systems engineering, and technical assistance.
- Plan, create, and supervise simulation and integration initiatives and programs. Define, articulate, and communicate the objectives of the Branch.
- Conduct strategic decision-making and coordinate technical efforts with internal and external stakeholders.

Resource Management:
- Engage in resource planning, prioritization, budgeting, execution, and reporting to fulfill Army requirements and deliver innovative technologies and solutions to internal partners, Army Program Managers, Cross-Functional Teams, and external clients.

Client Engagement:
- Support existing clients, identify new opportunities, and develop proposals, statements of work, and funding agreements to secure full financial backing for the Branch.

Team Leadership:
- Supervise and manage Branch assignments, performance evaluations, training, and team-building activities to foster a productive and capable workforce.
- Address employee grievances and initiate necessary disciplinary or performance-related actions.

Communication and Mentorship:
- Maintain consistent communication with the Division Chief and Chief Engineer/Scientist to ensure strategic alignment and execution of the Modeling and Simulation Division's mission.
- Provide mentorship to subordinate personnel and assist in identifying and planning for training needs.

Supervisory Responsibilities:
- Dedicate at least 25% of time to supervisory duties over a DB-03 and DB-04 workforce.

Requirements:
- Candidates must undergo a suitability or fitness determination based on a completed background investigation.
- Submission of a Financial Disclosure Statement is required.
- This position is designated as a Drug Testing Designated Position, necessitating the incumbent to pass urinalysis testing as required.

Qualifications:
- Applicants must be U.S. Citizens with relevant experience.
- Specialized experience equivalent to the DB-03 pay band (GS-13/14 level) is required, including planning and leading teams in complex modeling and simulation projects.
