About the Role

We are seeking a highly skilled Civil Engineer to join our team at Naval Facilities Engineering Systems Command (NAVFAC). As a key member of our Public Works Directorate, you will play a critical role in planning, designing, and constructing various facilities and infrastructure projects.

Key Responsibilities
  • Perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by private architectural and engineering firms.
  • Perform technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects.
  • Plan and lead conferences and on-site design charrettes/Functional Analysis Concept Development (FACD) to determine functional requirements and develop concept designs for assigned projects.
  • Develop complex designs and analyses utilizing advanced civil engineering software.
  • Make site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity.
  • Perform design analyses and calculations for civil projects and prepare the final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and specifications for a wide variety of facilities.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
  • Producing and developing civil engineering design packages, including budgeting, design drawings, plans, specifications, and design-build requests for proposals in areas such as Potable Water, Storm water and Sanitary Sewer system Design, Grading and Roadway Design, Geotechnical Analysis, and Surveying.
  • Reviewing civil engineering design submissions to provide subject matter expert acceptance recommendations to officials.
  • Providing a wide range of shore-based engineering projects in relation to site developments, roads, airfields, water supply, sewer systems, drainage, dredging, waste facilities, shore protection, and other large/industrial civil engineering projects.
  • Providing civil engineering design consultation services utilizing software/systems (i.e. AutoCAD, Western Washington Hydrology Model, Civil 3D, hydrologic modeling software).
  • Providing guidance with Construction Code Requirements such as International Building Code, International Plumbing Code, and Civil Engineering related code requirements.
