Job Overview

The International Rescue Committee (IRC) is seeking a highly skilled Compliance Officer for Partnerships and Subawards to support the organization's global partnership portfolio. This role will serve as the main focal point for staff on compliance-related and/or PEERS-related questions, problem-solving on complex compliance issues, creating partnership agreement templates and tools, advising on the full partnership life cycle from pre-award to close-out, and directly supporting in agreement negotiations with external partners.

Key Responsibilities
  • Drafting of partnership agreements: Develop compliant subaward and partnership agreement templates based on the donors' terms and conditions, including leading the review process with other Donor Compliance Specialists and IRC departments, as needed.
  • Partnership agreements review and approval: Work through the IRC's OTIS system, review partnership agreement packages, including all due diligence documentation and the subaward/partnership agreements, for compliance with donors' rules and regulations and PEERS.
  • Advice, guidance and capacity-building: Provide direct day-to-day guidance and assistance on the development, review, and execution of partnership agreements, and act as a compliance focal point for IRC's partnership portfolio for RAI US donors, and other statutory donors and private donors as required.
Requirements
  • Bachelor's degree in Business, Program Administration, Finance, International Development/Relations or related field.
  • Fluency (written and oral) in English and Spanish or French required. Fluency in other languages desirable.
  • Minimum of 5 years of relevant professional experience working with US Government and US State funded grants, cooperative agreements, and contracts, including demonstrated experience and expertise in interpreting and applying statutory and regulatory language from awards and/or contracts.
