Job Overview:
L3Harris is in search of an Environmental, Health, and Safety (EHS) Program Manager to oversee operations at two distinct facilities in Tulsa, OK, including a maritime power assembly and testing site as well as an aircraft maintenance and repair center.
The EHS Program Manager is responsible for the formulation, organization, administration, enforcement, and ongoing enhancement of EHS initiatives to ensure adherence to federal, state, county, local, and client regulations.
This role is pivotal in guiding both sites towards achieving their safety metrics and environmental sustainability objectives, alongside the continuous assessment and validation of their EHS compliance standards.
Key Responsibilities:
Directs Environmental, Health, and Safety (EHS) initiatives across two locations in Tulsa, OK.
Acts as the primary EHS authority for Operations, Engineering, and Program Management/Development teams.
Reports directly to the Senior Operations Manager for the facility.
Collaborates with a network of EHS professionals and corporate leadership within L3Harris.
Engages in diverse environments encompassing manufacturing, assembly, repair, engineering, program development, and administrative tasks.
Expected to alternate weeks onsite at both locations, adhering to a 9-80 schedule, with the flexibility to support additional shifts or programs as necessary.
Essential Duties:
Enhances all facets of EHS performance in Tulsa, focusing on injury prevention, environmental sustainability initiatives, and compliance with EHS regulations and corporate standards.
Conducts workplace evaluations, safety inspections, risk assessments, and advises management on necessary corrective actions, ensuring effective resolution tracking.
Prioritizes continuous improvement and management of EHS programs within processes, systems, and products.
Focus Areas:
Ergonomics, Fall Protection, Electrical Safety, Hazard and Risk Assessments, Hazardous Waste Management, Air Quality, and Storm Water Pollution Prevention.
Facilitates incident investigations and data analysis to identify root causes, maintaining necessary documentation and ensuring compliance with reporting requirements.
Ensures clear assignment of ownership for regulatory, corporate, and internal obligations across all business functions. Develops written protocols and training programs to communicate these responsibilities effectively. Conducts audits to verify adherence by employees and enforcement by management.
Regularly updates site operations and leadership teams on EHS programs, trends, and action plans.
Stays informed about all relevant regulations and company policies.
Establishes and nurtures essential relationships with city, county, state, and federal regulatory agencies.
Maintains required documentation in line with regulatory and L3Harris standards, including site permits, licenses, training records, certifications, inspections, and audits.
Supports the standardization of EHS processes across both facilities.
Performs related tasks or special projects as needed.
Qualifications:
Bachelor's degree in a relevant discipline with a minimum of 9 years of related experience, or a graduate degree with at least 7 years of relevant experience. Alternatively, a minimum of 13 years of related experience without a degree.
Strong technical knowledge of environmental and occupational health and safety regulations and practices.
Practical experience in developing, training, and implementing EHS programs and training sessions.
Ability to research technical information as necessary.
Proficient in managing time and projects across multiple sites or programs.
Demonstrated capability to work under general supervision and manage programs independently.
Experience in budget management with vendors and consultants for EHS compliance.
Excellent communication skills (written, verbal, presentation).
Competent in computer applications related to Microsoft Office, Excel, Word, and PowerPoint.
Eligibility to obtain a Security Clearance from the US Government, requiring United States citizenship.
Preferred Skills:
BS degree in EHS or a related field
40 CFR RCRA Certification
EHS-related professional certifications: Certified Safety Professional, Certified Industrial Hygienist, Professional Engineer, etc.
Experience with high-performance programs: VPP, ISO 45001, 14001
Strong root cause analysis capabilities
Familiarity with EHS common systems, such as Gensuite
Excellent teamwork, interpersonal, problem-solving, and analytical skills
Exhibits sound judgment and professionalism in all situations.
Ability to utilize data visualization tools such as Tableau or PowerBI for data analysis in developing strategic plans.
