Storm Water Management Specialist

Job Summary:
The Storm Water / Sewer Foreman is responsible for overseeing the maintenance and operation of the City's sewer, storm drain, and land drain systems. This role requires a balance of managerial duties and manual labor, ensuring that all systems are maintained to the highest standards.
Key Responsibilities:
- Supervision & Leadership:
- Direct and supervise the daily activities of the wastewater crew, ensuring efficient and effective operation of the sewer, storm drain, and land drain systems.
- Train, mentor, and evaluate crew members to maintain high work quality and safety standards.
- Schedule and assign tasks to ensure timely completion of projects, routine maintenance, and emergency repairs.
- Promote and enforce a culture of safety, ensuring compliance with all regulations and safety protocols.
- Operational Duties:
- Oversee the operation, maintenance, and repair of the City's sewer, storm drain, and land drain systems, including storm water ponds, lift stations, and related infrastructure.
- Conduct regular inspections and assessments to identify and address potential issues with wastewater systems and infrastructure.
- Coordinate and actively participate in the installation, repair, and maintenance of pipelines, pumps, and other related equipment.
- Monitor the performance of wastewater systems to ensure compliance with environmental regulations and permit requirements.
- Permit Compliance:
- Ensure that the City remains in compliance with all applicable permits, including UPDES and Wastewater Collection System permits.
- Maintain accurate records and documentation to support compliance efforts and prepare for audits or inspections.
- Implement and monitor procedures to maintain compliance with local, state, and federal regulations concerning wastewater and storm water management.
- Stay informed of regulatory changes and ensure that the City's practices are updated accordingly.
- Budget Management:
- Assist in the preparation and management of the wastewater budget, ensuring that financial resources are allocated efficiently.
- Monitor expenditures related to the operation and maintenance of sewer, storm drain, and land drain systems, ensuring adherence to budgetary constraints.
- Collaborate with the Assistant Public Works Director to forecast future budget needs, including capital improvement projects, equipment purchases, and staffing requirements.
- Administrative Duties:
- Prepare and maintain records, reports, and documentation related to wastewater, storm drain, and land drain operations.
- Order and maintain inventory of supplies, parts, and equipment necessary for the operation and maintenance of the systems.
- Respond to emergency calls and coordinate the crew's response to urgent situations, ensuring quick and effective resolution.
- Collaboration & Communication:
- Coordinate with other city departments, contractors, and external agencies to support wastewater and storm water operations.
- Communicate effectively with the public, addressing inquiries and resolving complaints related to wastewater, storm drain, and land drain services.
- Attend and participate in departmental meetings, training sessions, and regulatory workshops as needed.
Qualifications:
- Education & Experience:
- High school diploma or equivalent required; associate degree in a related field preferred.
- Minimum of 5 years of experience in wastewater management, with at least 2 years in a supervisory role.
- Experience in the operation and maintenance of sewer, storm drain, and land drain systems.
- Licenses & Certifications:
- Valid Utah Class B Commercial Driver's License (CDL) or ability to obtain within six months of hire.
- Utah Wastewater Operator Certification grade 3, or ability to obtain within a specified timeframe.
- Registered storm water inspector (RSI) certification and Registered SWPPP Reviewer (RSR) certification or the ability to obtain within a specific timeframe.
- Knowledge of UPDES requirements and experience in maintaining permit compliance.
- Skills & Abilities:
- Strong leadership and team management skills.
- Ability to use discretion and good judgment in decision-making processes.
- Ability to follow written directions and standard operating procedures.
- Proficiency in communicating effectively both verbally and in writing.
- Ability to work with the public, providing helpful and friendly assistance even when faced with difficult customers.
- Must be self-motivated and capable of working independently without direct supervision.
- Attentive to detail with strong problem-solving and analytical abilities.
- Supervisory ability to manage a small team and ensure high productivity and safety standards.
- Proficiency in the use of wastewater and storm water management software and equipment.
- Ability to perform manual labor, including lifting heavy objects, operating machinery, and working in confined spaces.
- Thorough understanding of local, state, and federal wastewater and storm water regulations.
Working Conditions:
- The position involves both indoor and outdoor work, often in adverse weather conditions.
- The role requires physical labor, including lifting, carrying, and using heavy equipment.
- Must be available for emergency call-outs and work outside of regular hours as needed.
- Required to participate in an on-call rotation to respond to after-hours emergencies.
