Job Title: Marine Assurance Manager

Job Summary:

PetroChina International (America), Inc. is seeking a highly skilled Marine Assurance Manager to join our team. The successful candidate will be responsible for maintaining and improving operating procedures, processes, and requirements to ensure effective clearance and marine assurance systems.

Key Responsibilities:

  • Maintain and improve operating procedures, processes, and requirements to ensure effective clearance and marine assurance systems.
  • Provide strong leadership in risk assessment and inspections of vessels and terminals.
  • Manage vetting, clearances for all 3rd party vessels, including risk management of specific operations such as CBM/SPM and STS operations.
  • Perform necessary TMSA audits/inspections.
  • Act as a marine subject matter expert to provide risk-based solutions to internal customers.
  • Participate in industrial work groups and keep track of industrial trends and updates.
  • Develop and maintain relationships with peers while implementing improvements in marine assurance procedures, processes, and strategies.

Requirements:

  • 5 years of sea experience on board tankers, such as oil, gas carriers, or chemical tankers in the rank of Master or Chief Engineer.
  • Minimum 5 years of experience in marine assurance groups of oil majors as a manager, lead of marine assurance/vessel clearance, or experience of vetting and clearing vessels and terminals.
  • Familiarity with industry practices, rules, and various regulatory conventions such as SOLAS, MARPOL, ISGOTT, etc.
  • Familiarity and knowledge of the SIRE 2.0 system, TMSA, MTMSA, and MTIS requirements.
  • Strong multi-tasking ability and risk management judgment and skills.
  • A high level of coordination and ability to liaise, represent, and coordinate within the company and across corporate and international boundaries.
  • A high degree of ingenuity in identifying and resolving problems and issues.
  • Familiarity and knowledge of all aspects of shipping and related commercial activities, with good level of competence in oral communication and written English skills.
