Position Overview

Job Title: Infrastructure and Construction Supervisor

Department: Public Works

FLSA Status: Non-exempt

Reports To: Director of Public Works

Supervisory Role: Yes

On-call Requirement: Yes


POSITION SUMMARY:

The Infrastructure and Construction Supervisor is responsible for overseeing all supervisory personnel within the designated division and indirectly managing the workforce in the assigned area. This role allows for significant autonomy in decision-making and actions, operating under the guidance of the Director of Public Works.


KEY RESPONSIBILITIES:

  • Management of Construction Activities: Directs the construction, upkeep, and repair of roadways, pedestrian pathways, drainage systems, parking facilities, and other municipal properties. Oversees the operations of the vehicle maintenance facility, conducts inspections, and may operate heavy machinery. (50% of time)
  • Budgeting and Resource Management: Assists in planning, budgeting, and managing financial resources; ensures that vehicles, equipment, and tools are properly inventoried and maintained. (25% of time)
  • Personnel Evaluation: Assesses staff performance; approves work schedules and vehicle assignments for foremen; addresses complaints and concerns. (20% of time)
  • Additional Duties: Performs other related tasks as necessary. (5% of time)

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Understanding of public works management principles.
  • Familiarity with construction methods, materials, and equipment for road and drainage projects.
  • Awareness of safety protocols and occupational hazards.
  • Expertise in construction and maintenance supervision practices.
  • Proficiency in operating heavy and light machinery.
  • Knowledge of vehicle and equipment maintenance.
  • Understanding of local and state traffic laws.
  • Ability to plan, organize, assign, inspect, and evaluate the work of others.
  • Capacity to make independent decisions in the absence of the department director.
  • Ability to interpret and work from construction plans.
  • Skill in producing reports related to maintenance projects.
  • Flexibility in work schedule.
  • Effective communication skills, both verbal and written.
  • Ability to foster positive working relationships with the public, colleagues, and other city departments.

MINIMUM QUALIFICATIONS:

  • Consistent in-person attendance is essential.
  • High school diploma or equivalent.
  • Valid driver's license.
  • Seven years of experience in street construction.
  • Demonstrated progressive supervisory experience.

PREFERRED QUALIFICATIONS:

  • Commercial Driver's License (CDL).
  • Ten years of experience in public works street construction.
  • Five years of supervisory experience in public works.

WORKING CONDITIONS:

Physical Requirements: This role involves frequent on-call duties. It requires the use of a computer and includes sedentary tasks in an office environment, such as moving around to access files. Physical activities may include assisting with vehicle maintenance, lifting up to fifty pounds, navigating uneven surfaces, climbing stairs, and driving to various work sites.

Environmental Conditions: The position may involve working in adverse weather conditions, with a significant portion of the day spent supervising employees at different job sites.
