Public Utilities Analyst Coordinator

This is a challenging and rewarding role that requires a strong understanding of the telecom industry and regulatory affairs. As a Public Utilities Analyst Coordinator, you will serve as the team lead for the Telecom unit and provide technical expertise to the Department of Commerce on matters related to the telecom industry.
Key Responsibilities- Provide technical testimony and written documentation for the Department of Commerce on matters before the Minnesota Public Utilities Commission, Federal Communications Commission, and/or the Minnesota Legislature.
- Serve as a technical expert for the agency in one or more areas, including telephone rate and service regulation, investigations of rate and service matters involving telecommunications providers, and evaluations of complex service area and eligible telecommunications carrier filings.
- Conduct research and analysis on telecom industry trends and developments, and provide recommendations to the Department of Commerce on regulatory matters.
- Develop and implement policies and procedures related to telecom industry regulation, and provide training and guidance to other staff members on regulatory requirements.
- Collaborate with other agencies and stakeholders to advance the interests of the Department of Commerce and the State of Minnesota in the telecom industry.
- 5 years of experience performing analysis, exercising judgment, and relying on knowledge in the telecom industry.
- OR 5 years as a Public Utilities Rates Analyst 4.
- Bachelor's degree in Accounting, Business, Finance, Law, or related field is equivalent to one (1) year of experience. An Advanced degree in Accounting, Business, Finance, or related field is equivalent to eighteen (18) months of experience.
- Applicants who meet the above education/experience requirement will be further evaluated based on the following:
- Experience preparing recommendations to decision-making bodies (boards, commissions, councils, etc.).
- Experience training and coaching peers.
- Skills in technical writing and project management.
- Demonstrated proficiency with Microsoft Office Suite, including Excel, Word, Outlook, and Teams.
- Demonstrated knowledge and understanding of the following:
- Participation in contested case hearings and preparation of related testimony.
- Experience with consumer advocacy and resolving consumer complaints.
- Experience working with Trade Secret or non-public data.
This role requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
Additional Requirements- Job offer is contingent upon passing reference checks to verify job-related credentials and a criminal background check prior to appointment.
