We are in search of a Risk Team Lead to spearhead a pivotal initiative in collaboration with the Cybersecurity and Infrastructure Security Agency (CISA) National Risk Management Center (NRMC) focused on Critical Infrastructure Risk Analysis. The NRMC plays a crucial role in CISA's mission by identifying, evaluating, and prioritizing strategic risks to national critical functions, while also collaborating on strategies to manage these risks effectively.

Key Responsibilities:

  • Conduct comprehensive data analytics, including enterprise and technical architecture assessments, systems engineering, and technical support.
  • Execute risk assessments, focusing on cyber and infrastructure vulnerabilities, as well as incident response strategies.
  • Align requirements, capabilities, and data to identify and mitigate risks associated with critical infrastructure.
  • Analyze systems and assets to pinpoint risks that may have cascading effects.
  • Provide strategic planning support, including program management and operational planning.
  • Engage in analytical writing and data visualization to communicate findings effectively.
  • Assist with potential increases in workload due to evolving risk management initiatives within the CISA and NRMC domains.

In the United States, there are seventeen (17) critical infrastructure sectors/sub-sectors essential to national security, economic stability, public health, and safety. These sectors include:

  3. Communications Sector
  4. Critical Manufacturing Sector
  5. Dams Sector
  6. Defense Industrial Base Sector
  7. Emergency Services Sector
  8. Energy Sector
  9. Financial Services Sector
  10. Food and Agriculture Sector
  11. Government Facilities Sector
  12. Healthcare and Public Health Sector
  13. Information Technology Sector
  14. Nuclear Reactors, Materials, and Waste Sector
  15. Transportation Systems Sector
  16. Water and Wastewater Systems Sector
  17. Election Systems

Minimum Qualifications:

Applicants should possess a minimum of 10 years of experience in the following areas:

  • Implementing Enterprise Risk Management (ERM) frameworks (e.g., COSO, ISO) to manage operational risks in both public and private sectors.
  • Developing and enhancing Risk Registers, along with establishing governance structures for Risk Registers in various sectors.
  • Documenting and communicating methodologies for risk prioritization.
  • Collaborating across sectors in Critical Infrastructure and interagency environments where coordination is vital.
  • Experience in Critical Infrastructure and/or engineering disciplines (systems, nuclear, biochemical, civil, or chemical), operations research, and/or advanced computing (including AI).
  • Proven knowledge of engineered systems integral to the 16 Critical Infrastructure sectors.
  • Possession of an advanced degree in engineering.
  • TS/SCI clearance is required.

Preferred Qualifications:

  • Experience supporting National Security missions.
  • Familiarity with NRMC and/or initiatives related to critical infrastructure protection.
