Legislative and Technology Policy Analyst

We are seeking a highly skilled Policy Analyst to join our team at the City and County of San Francisco. The successful candidate will work closely with the City CIO and DT Chief of Staff to analyze and develop policies and programs related to municipal communications and information technology.
Key Responsibilities- Research and analysis: Conduct independent research, analyze data, and make policy recommendations on complex projects with significant impact.
- Grants and capital projects: Establish, administer, and monitor complex capital projects and grants, ensuring compliance with funding agency requirements.
- Regulatory and legislative analysis: Identify and analyze complex legislation, policies, and procedures, projecting potential impact and presenting recommendations.
- Supervision and project management: Manage projects, train and mentor staff, and prepare legislation as necessary.
- Complex analytical projects: Work with division staff on complex analytical projects, engaging deeply on economic and legislative matters.
- Baccalaureate degree from an accredited college or university.
- Seven years of full-time equivalent experience in professional-level analytical work, including analysis, development, administration, and reporting in major programs and functions.
- Substitution: Possession of a graduate degree with major coursework in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or other closely related fields may be substituted for one year of required experience.
- Possession of a master's degree from an accredited college or university, preferably with major coursework in public policy, public administration, economics, or a closely related field.
- Advanced knowledge of budget systems software applications, governmental accounting, governmental budgeting, and the City's accounting policies and procedures.
- Experience in legislative and regulatory analysis, understanding of cable, telecommunications, broadband, and information technology law and regulation.
This is a permanent exempt-full-time position, excluded from the competitive civil service examination process. The anticipated duration of this project position is thirty-six months and will not result in an eligible list or permanent civil service hiring.
