The Department of Safety and Security (UNDSS) oversees the leadership, operational support, and supervision of the United Nations security management system (UNSMS) on a global scale.

As a premier authority in security risk management, UNDSS facilitates the secure and efficient execution of United Nations programs and initiatives in the most intricate and demanding environments, while optimizing essential resources.

The Department operates under a distinct mission to enable United Nations system program activities through reliable security leadership and innovative solutions.

This role is situated within the Division of Headquarters Safety and Security (DHSSS) at the United Nations Department of Safety and Security. The Lead Security Strategist reports directly to the Director of the Division of Headquarters Security and Safety Services.

Key Responsibilities

Under delegated authority, the Lead Security Strategist may be tasked with the following duties:

  • Drafts, reviews, and endorses security management documents for safety operations at UN conferences and special events globally, encompassing all facets related to the creation, development, execution, and revision of these documents.
  • Establishes and leads a conference and event management cell, ensuring its effective operation and practices, while promoting inter-agency security coordination.
  • Advises and supports the Director of DHSSS and Chiefs of Security and Safety Services, as well as agencies within the United Nations Security Management System (UNSMS), on all security-related issues, policies, and procedures concerning conference and event management.
  • Maintains and strengthens communication channels with UNSMS entities, including agencies, funds, and programs, as well as security focal points.
  • Contributes as a member of the conference and event management team, aiding in the planning, execution, and evaluation of security measures aimed at enhancing staff safety and the conduct of UN program activities at external conferences and events.
  • Fosters collaboration with authorities and international institutions, providing security briefings, advice, and training to SSS personnel and operational partners of the United Nations in all matters related to conference and event management.
  • Ensures adherence to safety and security policies of the UNSMS.
  • Supports and oversees the establishment and maintenance of an Emergency Communication System.
  • Conducts investigations related to security incidents involving UNSMS personnel or eligible dependents attending external conferences and events.
  • Assists in responding to crisis situations and security incidents at external conferences and events.
  • Develops strategic goals and plans for the conference and event management team, implementing corresponding outputs.
  • Guides the establishment of policies, methods, and standards for the implementation of the substantive activities of the conference and event management team.
  • Participates in security assessments of potential conference venues, engaging with host country law enforcement and emergency services to evaluate security risks and coordinate joint security arrangements.
  • Manages and reports on asset management for the allocated resources of the assigned office(s), including personnel, budget, and assets.
  • Develops and oversees extra-budgetary funded security projects for special events.
  • Reviews data and provides inputs for Division reporting.
  • Identifies and promotes best practices while developing the potential of professional and senior supervisory staff at DHSSS duty stations, recommending appointments for Event Security Coordinators and security management teams for deployment to major special events.
  • Leads team efforts to collect and analyze data, providing insights to identify trends for data-driven planning, decision-making, presentation, and reporting.
  • Performs any other duties as may be assigned.

Education

Advanced university degree (master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations, or a related field is required. A first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in security, risk, disaster, or emergency management in public or private sectors is required, with at least five (5) years in command and leadership roles. Two (2) years of experience in the UN Security Management System or similar international organizations is required, along with two (2) years of international field experience in security operations.

Languages

Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Special Notice

This temporary job opening is available for 364 days, with the possibility of extension. The selection and extension of appointment are contingent on the return of the incumbent who maintains a lien against this post.
