Job Overview:

Key Responsibilities:
1. Engage in activities related to the recruitment of candidates for both non-exempt and exempt roles.
2. Review job requisitions and prepare announcements for vacancies. As needed, place suitable advertisements in local media and reach out to educational institutions.
3. Evaluate applications received and assess personnel records to identify qualified candidates based on established criteria.
4. Prepare and process various personnel actions such as new hires, promotions, transfers, and classifications using the automated personnel management system.
6. Facilitate exit interviews for departing employees.
7. Administer the annual performance appraisal program by distributing forms to supervisors ahead of deadlines and reviewing submissions for accuracy before compiling reports.
8. May assist in conducting annual wage surveys by liaising with department managers and union representatives to identify data collectors.
9. Draft correspondence to various organizations to solicit their participation and arrange appointments.
10. Compile statistical data for report preparation and conduct research to gather necessary information while coordinating with management as needed.
11. Collaborate closely with supervisors to maintain retention registers for affected personnel.
12. Based on supervisor determinations, prepare and send notification letters as required.
13. Implement the Status of Forces Agreement (SOFA) sponsorship program for eligible applicants, ensuring compliance with necessary provisions before referring candidates to selection officials.
15. Type a variety of documents related to assigned responsibilities, including forms, letters, messages, and reports.
16. Maintain and organize correspondence within employee personnel files.
17. Process workers' compensation claims as necessary, following established guidelines.
18. May coordinate travel arrangements for personnel on official assignments.
Qualifications:
GENERAL EXPERIENCE: A minimum of one year of general office clerical experience demonstrating the ability to perform clerical tasks effectively.
SPECIALIZED EXPERIENCE: At least one year of specialized experience that has provided the applicant with knowledge of the rules, regulations, procedures, and program requirements in one or more areas of personnel disciplines, such as staffing, benefits, or compensation.
EDUCATION SUBSTITUTION:
General experience may be substituted with completed studies at a college, university, or junior college above the high school level, with one-half academic year of study equating to six months of experience.
Specialized experience may also be substituted with relevant coursework completed at a college or university, provided it includes a minimum of six semester hours per year in subjects closely related to the personnel field.
