Job Summary

We are seeking a highly skilled Program Cost Control Specialist to join our team at Huntington Ingalls Industries. As a key member of our program team, you will be responsible for planning, tracking, and analyzing the performance of our projects.

Key Responsibilities
  • Provide cost, schedule, and funding planning, reporting, and analysis to support program managers.
  • Develop and maintain Work Breakdown Structures (WBS), Basis of Estimates (BOEs), and time-phased budgets and schedules.
  • Lead project setup in compliance with contractual terms, conditions, and requirements.
  • Prepare program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.
  • Monitor costs and manpower on a weekly basis to ensure actuals are within budget and charged to the correct job number.
  • Prepare journal entries as required.
  • Monitor material and subcontract spend plans in partnership with subcontract and procurement teams.
  • Perform monthly variance analysis to identify impacts to annual operating plan (AOP) and forecast.
  • Prepare quarterly and rolling forecasts.
  • Prepare/Support Internal Program Review (IPR) presentations for management.
  • Perform ad-hoc financial analysis on the contract as requested by PMO and others.
  • Monitor funding status, providing reliable and timely notification of funding status by line item detail as required.
  • Support accounts receivable as required during the billing processing. Monitor billing status and unbilled issues to resolve in a timely manner.
  • Prepare subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies.
  • Ensure program revenue and profit is recorded in compliance with the EAC.
  • Analyze profit risks and opportunities and advise management on the optimal path forward.
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR, and all company policies and procedures as they relate to contract performance and financials.
Requirements
  • 3 years relevant experience with a Bachelor's degree in a related field; 1 year relevant experience with a Master's degree in a related field; or High School Diploma or equivalent and 7 years relevant experience.
  • Must possess a strong background working with multiple government contract types: CPFF, CPIF, FFP, FPI, FPLOE, T&M, and hybrid contracts.
  • Expertise in Microsoft Excel.
  • Experience with financial accounting systems.
  • Must be analytical, possess excellent communication and presentation skills, and have the ability to work independently, as well as a member of a team.
  • Strong customer service focus.
  • Attention to detail.
  • Flexibility and ability to learn quickly and adapt to change.
Preferred Qualifications
  • Experience with Deltek Costpoint Cognos.
