Regional Property Manager (Traveling) - Residential Multi-Family Affordable Housing

SUMMARY: The Regional Property Manager is tasked with overseeing the operations and enhancing the financial performance of a varied, multi-site residential apartment portfolio within the affordable housing sector. This role involves managing properties across a designated region, necessitating regular travel to various multi-family apartment communities. The primary responsibilities include meeting the financial and operational objectives set by the ownership, the organization, and the region. The Regional Property Manager will lead on-site teams to ensure optimal revenue flow by maintaining high occupancy rates, adhering to property standards (including unit turnover and routine maintenance), ensuring satisfaction among owners and residents, and managing expenses effectively.

NOTE: This position is expected to be based in a northern region to facilitate daily travel to properties within the assigned portfolio.


KEY RESPONSIBILITIES: The following duties are essential to this role. Additional responsibilities may be assigned as needed.

  • Oversee the comprehensive operations of designated properties.
  • Analyze monthly financial statements, prepare reports for owners, and participate in asset management discussions.
  • Address inquiries from owners, regulatory bodies, financial institutions, auditors, and staff.
  • Recruit, supervise, and assess staff performance, including approving salary adjustments and managing personnel decisions.
  • Ensure compliance with federal, state, and local regulations, as well as company policies and procedures.
  • Review leases, rules, regulations, contracts, and licenses.
  • Examine rent schedules, personnel files, and resident records.
  • Review delinquency reports, bank deposits, equipment inventories, and conduct inspections.
  • Conduct site inspections and implement operational standards.
  • Supervise, train, and facilitate meetings with Community Managers and team members.
  • Enforce safety protocols and training for staff.
  • Follow up on all aspects of property management as necessary.
  • Prepare and manage budgets.
  • Negotiate contracts on behalf of the properties/company, subject to necessary approvals.
  • Prepare for inspections by regulatory agencies.
  • Perform any other tasks, duties, projects, and responsibilities as assigned by management.

Qualifications:

The ideal candidate for the Regional Property Manager position will possess the following qualifications:

  • A minimum of 5 years of experience in managing affordable housing properties, particularly in LIHTC and Project-Based Section 8 environments. Proven success with certifications, recertifications, and inspections is essential.
  • Comprehensive understanding of property management, including accounting, inspections, collections, marketing, and evictions.
  • Willingness to travel extensively to be present at properties within the assigned portfolio.
  • Solid grasp of financials, budgeting, regulations, and relevant local and state statutes.
  • A college degree is preferred, along with certifications such as CPM, HCCP, or COS.
  • Exceptional organizational and time-management abilities, with a capacity to handle multiple tasks simultaneously.
  • Strong customer service skills, demonstrating courtesy and effective communication with residents, clients, and colleagues.
  • Ability to work independently with minimal supervision.
  • Proven leadership, management, and supervisory capabilities.
  • Flexibility to work during days, evenings, and weekends as required.
  • Capability to train and evaluate staff, fostering skill development and performance management.
  • Proficient in computer applications, including property management software and standard office programs.
  • Strong interpersonal skills, serving as a role model in conflict resolution and ensuring customer satisfaction.
  • A valid driver's license and reliable transportation are necessary for effective coverage of the assigned community portfolio.
  • Other tasks and responsibilities may be assigned by management as needed.
