Chief Financial Officer

Easttown Township, a Second Class Township in Chester County, is seeking a seasoned Chief Financial Officer to oversee the financial operations of a community serving approximately 10,650 residents within an area of 8.27 square miles. The Township is projected to manage a total budget of around $18 million for the upcoming fiscal year, encompassing both the general fund and nine enterprise funds, supported by a dedicated team of approximately 45 full-time equivalent employees.

Reporting directly to the Township Manager, who is appointed by a five-member Board of Supervisors (BOS) with staggered six-year terms, the CFO will serve as the principal financial strategist, responsible for the management and administration of the Township's financial resources, accounting frameworks, financial forecasting, budgeting, and reporting. This role also encompasses systems development, cash and debt management, internal and external auditing, investment oversight, payroll, revenue collection, risk management, and procurement.

The CFO is a prominent figure within the Township, tasked with providing insightful fiscal and policy recommendations for the BOS. Responsibilities include evaluating and managing financial programs such as central accounting, budgeting, debt compliance, cash management, and accounts payable/receivable. The CFO will also coordinate the annual financial audit and prepare necessary documentation for external auditors, while overseeing the procurement of all Township supplies and services.

The ideal candidate will possess the following qualifications:

  • A proven track record in municipal financial management, with demonstrable experience in developing and balancing complex annual operating and capital budgets.
  • Strong leadership capabilities with a history of effective administrative practices in similar organizations.
  • Experience in establishing goals and achieving results within financial constraints, alongside a reputation for integrity and ethical conduct.
  • A bachelor's degree in finance, economics, public administration, or a related field, with at least 7-10 years of progressive financial management experience in a supervisory role. A master's degree in public administration or a related field is preferred.
  • A valid driver's license and the ability to qualify for a surety bond.
  • Familiarity with Tyler Tech Enterprise ERP (Munis) is advantageous.
