ROLE OVERVIEW:

The Senior Construction Project Leader is pivotal in guiding and managing construction initiatives from inception to completion. Collaborating with program and project managers, production managers, division leaders, engineers, architects, contractors, and subcontractors, you will ensure that projects meet their objectives regarding scope, timeline, budget, quality, and safety in line with contractual commitments. This role involves overseeing construction activities to facilitate inter-railroad support and necessary outages for installations on significant projects.

KEY RESPONSIBILITIES:
  • Provide technical assistance to contractors and supervisory teams to ensure compliance with project specifications regarding scope, timeline, budget, quality, and safety.
  • Collaborate with contractors and supervisors to ensure project execution aligns with agreed-upon objectives.
  • Utilize standard construction engineering techniques and sound judgment to evaluate and apply procedures effectively.
  • Engage with diverse audiences, including management, colleagues, clients, and vendors, while adhering to relevant statutes and guidelines.
  • Work alongside the Program/Project Manager to assess change requests and prepare justifications for potential modifications.
  • Lead the coordination of Site-Specific Safety Work Plans with contractors and Amtrak personnel.
  • Manage track and ET outages and prepare outage plans accordingly.
  • Coordinate resource planning with Amtrak leadership.
  • Conduct site assessments to evaluate project feasibility and identify potential challenges.
  • Oversee contractor activities, including engineers and technicians, to ensure effective project execution.
  • Monitor production metrics and provide necessary data to meet project goals.
  • Stay informed about applicable codes and standards relevant to the project.
  • Facilitate the completion of construction tasks.
  • Deliver weekly updates to the project manager regarding project status and issues encountered, along with formal monthly reports on costs, schedules, and production metrics.
  • Assist in preparing and revising technical work procedures to align with project requirements.
  • Analyze and recommend solutions to complex problems in accordance with Amtrak objectives.
  • Effectively organize and prioritize multiple projects and tasks to meet deadlines.
  • Participate in progress meetings to report on project developments.
  • Perform additional duties as assigned.
MINIMUM REQUIREMENTS:
  • Bachelor's degree or a combination of education, training, and relevant experience.
  • Ability to learn and apply knowledge of applicable local, state, and federal regulations and Amtrak safety protocols.
  • Capacity to understand train operations within the New York zone.
  • Proven ability to manage multiple priorities effectively.
  • Experience coordinating with various technical disciplines and knowledge of scheduling, budgeting, and estimating.
  • Strategic and tactical skills for planning and executing complex projects.
  • Strong leadership skills, including effective communication and team-building abilities.
  • Commitment to safety.
  • Proficiency in PC-based software for word processing, spreadsheets, and presentations.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with internal and external stakeholders.
  • Reliable attendance and punctuality.
  • Valid driver's license.
PREFERRED QUALIFICATIONS:
  • Certification in Construction Management (CCM) or Project Management Professional (PMP).
  • Experience in construction within a railroad context.
  • 6-9 years of relevant experience preferred.
  • Knowledge of New York ET systems and installation standards.
WORK ENVIRONMENT:
  • Exposure to various environmental conditions, including project sites and vendor/client facilities.
  • This is primarily a field-based role.
  • Field inspections and walks are required.
  • Flexibility to work weekends and nights as project needs dictate.
COMMUNICATION AND INTERPERSONAL SKILLS:

Exceptional written and oral communication skills are essential.
