Key Responsibilities
  • Interprets and implements Civil Service Law in the development of policies and procedures.
  • Manages salary structures, attendance policies, and contracts with employee unions.
  • Designs, assesses, and executes recruitment initiatives.
  • Supervises and ensures the submission of necessary documentation as mandated by Civil Service.
  • Reviews personnel actions such as appointments, transfers, promotions, and dismissals to ensure compliance with legal standards.
  • Negotiates and oversees insurance policies and employee benefits.
Qualifications
  • Comprehensive understanding of personnel administration principles, practices, and labor relations.
  • Familiarity with NYS Civil Service Law, local regulations, Taylor Law, and other public employment laws in NYS.
  • Expertise in interviewing methods, employee development, contract management, and personnel oversight.
  • Proficient knowledge of Federal and State regulations regarding public sector staffing and equal employment opportunities.
Minimum Requirements
  • Associate's degree with over 5 years of relevant experience.
  • Alternatively, a bachelor’s degree with a minimum of 2 years of relevant experience.
  • Experience with Yardi and ADP is advantageous.
  • SHRM certification is a plus.
Compensation
  • Salary range: $70,000 - $90,000
