KBR is in search of a Program Manager to oversee government contracts within the Washington Metropolitan Area. The Program Manager will deliver program management expertise and foster professional business relationships to effectively manage all tasks associated with the initiative. This role requires the integration and coordination of all activities necessary to fulfill project requirements, ensuring timeliness, thoroughness, and quality in problem identification, corrective action plans, and the effective management of subcontractors, while maintaining customer satisfaction and ethical conduct among contractor personnel.

Key Responsibilities:

  • Oversee comprehensive project management, business management, and financial reporting, ensuring all deliverables align with the Contract Deliverable Requirements List (CDRL).
  • Execute assigned tasks by utilizing qualified personnel with the right mix of education, training, and experience; align personnel skills with project needs; and confirm that labor categories, rates, and hours comply with contract stipulations.
  • Provide the necessary staff as outlined in the Staffing Plan to guarantee work performance adheres to sound and efficient management practices.
  • Deliver accurate and timely scheduling and performance data.
  • Prepare and present monthly updates on program-supported tasks to government leadership.
  • Maintain traceability of all man-hours and cost-reimbursable elements (travel, supplies/materials) and produce a monthly Funds & Labor Hour Expenditure Report (FLHER).
  • Offer flexible and dynamic support in response to mission demands and evolving technological and technical requirements.
  • Identify deficiencies within the Test and Evaluation (T&E) mission scope, capabilities, or skillsets and propose innovative solutions to address these gaps, including leveraging training opportunities, technology acquisition, partnerships, or other methods; provide analysis of alternatives for solutions, including costs, expected benefits, and outcomes.
  • Ensure timely processing of work requirements and effective tracking of ongoing tasks.
  • Maintain accurate and timely scheduling and performance information throughout the program's lifecycle.
  • Establish and preserve an electronic record of program information in government-specified formats during the contract performance period.
  • Manage disbursement activities, including contractor local procurement payments, review and approval of Material Requests, and analysis of monthly invoicing statements along with payment of monthly bills related to the contract.
  • Attend government-directed meetings and provide recommendations and insights relevant to each meeting and area of responsibility.

Minimum Qualifications:

  • BS/BA with 10 to 12 years of experience; or MS/MA with 8 to 10 years; or PhD with 5 to 7 years of relevant experience.
  • Possession of Project Management Professional (PMP) certification.
  • Proven success in managing resources, staffing, and costs in support of a government contract.
  • Demonstrated experience in accurately scoping level-of-effort for tasks and providing reliable cost and resource estimates.
  • Proven track record in building and managing successful staffing plans for diverse customer needs.
  • Experience and/or expertise in a Test & Evaluation (T&E) environment.
  • Knowledge and work history within the Intelligence Community.
  • Excellent communication skills, ability to multitask, and lead multiple projects simultaneously.
  • Strong analytical and problem-solving capabilities.
