Job Summary

We are seeking a highly skilled Construction Inspector to join our team at Quinn Consulting Services, Inc. The successful candidate will be responsible for ensuring quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects of routine to moderate complexity.

Key Responsibilities
  • Inspect and monitor contractual field work, including excavations, drainage facilities, road surfaces, and structures
  • Report contractor's daily production rates and schedule work and inspection phases with contractor's superintendent and agency personnel
  • Advise contractors of violations and recommend adjustments to operations, and take field measurements of pay items
  • Review placement of and perform tests on construction materials, and review lines, grades, dimensions, and elevations using standard survey and field engineering equipment
  • Oversee and enforce the installation of erosion/siltation controls and highways work zones and traffic control devices, and recommend changes to construction plans to meet field conditions or provide project cost savings
  • Maintain project records, including daily diaries, materials notebooks, as-built plans, pay quantity records, and monthly estimates
  • Review and monitor Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects
Requirements
  • Three (3) years of highway construction inspection experience
  • Working knowledge of roadway, structure, and bridge construction/maintenance/repair/rehabilitation methods, materials, standards, and specifications
  • Knowledge of VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, and Inspector Manual
  • Knowledge of VA Manual on Uniform Traffic Control Devices (MUTCD) and State and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations
  • Ability to use contract management software, including Site Manager, PlanGrid, and/or AWP
  • Mathematics skills, including algebra, geometry, and trigonometry
Preferred Qualifications
  • Certification in Soil and Aggregate Compaction, Asphalt Field Level I & II, American Concrete Institute, Pavement Marking, Slurry Surfacing, Surface Treatment, Flagger Certification, Certification for Erosion and Sediment Control Inspection, Nuclear Gauge Safety Training, Stormwater Management (Inspector) Certification, Intermediate Work Zone Traffic Control, and 10 Hour OSHA Safety Training
  • Proficiency in operating computer equipment, software programs, and field inspection equipment
  • Ability to read and interpret roadway, structure, and bridge plans and specifications
  • Ability to apply mathematical formulas and engineering principles to determine minor field adjustments
  • Ability to maintain detailed records and perform and document required materials testing
  • Ability to communicate with clients, contractors, and the general public
Work Environment

This job is performed in a professional office environment and/or transportation construction job sites. The successful candidate will be required to work in a fast-paced environment and be able to adapt to changing priorities and deadlines.

While performing the duties of this job, the employee is regularly required to talk or hear, and frequently required to stand, walk, climb, drive, lift things, use hands, and reach with hands and arms.

Travel

Most assignments do not require more than an hour of travel to and from job sites. However, some assignments will require extensive regional travel each day and others could require staying out of town overnight if distance to job site is greater than 90 miles from home.

Education and Experience

Expected to have three (3) years of highway construction inspection experience. Additional experience in construction management, quality control, or a related field is preferred.
