Position Title: Housing Choice Voucher Case Coordinator

Location: Chesapeake Redevelopment and Housing Authority

Work Schedule: Monday-Friday 8:00am-5:00pm (1 hour lunch)

Compensation: Starting at $21.22/hour, with potential increases based on experience

Position Summary:

Under general supervision, this role involves a variety of responsibilities related to the occupancy and eligibility of applicants participating in the Housing Choice Voucher (HCV) Program. The Case Coordinator will plan, organize, and conduct interviews and briefings for applicants, ensuring compliance with leasing and contractual processes. This position also entails advising participants and property owners on relevant policies, regulations, and procedures while managing account reconciliation, billing, and documentation.

Key Responsibilities:

  • Collaborate with external agencies to facilitate the transition of residents under the HCV program.
  • Assess eligibility for the program; conduct interviews with housing applicants; verify and investigate applicant information for accuracy.
  • Prepare and review leases and necessary documentation for occupancy and eligibility; communicate changes of status to participants and property owners.
  • Draft correspondence to various stakeholders to verify applicant data, including income and family composition; ensure accurate data entry into processing systems.
  • Maintain comprehensive files and records related to applicants, participants, and property owners; compile data from various sources related to housing services.
  • Conduct briefings for prospective residents, explaining program processes and responsibilities; address inquiries and provide information to the public and program participants.
  • Manage invoices and billing processes related to portability, ensuring timely payments and compliance with HUD requirements.
  • Maintain applicant and participant files, utilizing reporting tools and spreadsheets for accounts payable/receivable.
  • Review financial documents for accuracy and compliance with legal mandates and operational guidelines.
  • Respond to inquiries regarding receivables/payables and assist in resolving issues related to clients and housing agencies.
  • Assist in preparing reports required by federal and state agencies, ensuring accuracy in calculations and data.
  • Engage in problem-solving and research to address complex issues independently; anticipate potential challenges and propose solutions.
  • Participate in committees and meetings to stay informed about regulations and best practices.
  • Perform related duties as necessary, which may include working beyond standard hours to meet departmental needs.

Qualifications:

  • High School diploma or equivalent, with college coursework in public accounting, business administration, or a related field. A minimum of two years of clerical accounting and records management experience, including double-entry bookkeeping or relevant case management experience.
  • Valid Virginia Driver's License.
  • Must be bondable and pass a criminal background check.
  • Certification as an HCV Specialist must be obtained within 1-2 years of appointment.
  • Familiarity with regulations governing HCV activities.
  • Strong interpersonal skills to address resident concerns effectively.
  • Proficient in mathematical computations with accuracy.
  • Ability to maintain organized records and prepare comprehensive reports.
  • Effective communication skills, both verbal and written.
  • Capability to foster positive working relationships with colleagues, clients, and the public.
