Job Overview

Position Summary:

The role involves overseeing and assessing strategies, doctrines, policies, directives, and guidelines from higher command to ensure adherence and consideration in planning activities. This position is responsible for formulating plans and directives through the application of operational principles and design, utilizing the Joint Operation Planning Process (JOPP), within established milestones, deliverables, and interaction points for plans created using Adaptive Planning and Execution (APEX) methodologies.

The planner will contribute to briefings, transitioning concepts into actionable plans, and facilitating the coordination of joint operational planning in support of training, exercises, combat, and contingency operations. This role integrates cyberspace capabilities into deliberate, contingency, operational, and crisis action planning.

Key Responsibilities Include:

  • Contributing to the development of tactics, techniques, and procedures (TTPs), concepts of operations (CONOPs), courses of action (COAs), and other related documentation concerning Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and the securing, operating, and defending of the Department of Defense Information Network (DODIN).
  • Providing insights to address deficiencies, prioritize and validate requirements, and adapt planning efforts based on the evolving cyberspace landscape.
  • Assisting in the creation of exercise scenarios, operational plans for exercises, and other necessary documentation to support planning and execution aligned with USCYBERCOM training priorities.
  • Conducting research on current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR).
  • Participating in Joint Planning Groups (JPGs) and Operational Planning Groups/Teams (OPG/OPTs).
  • Leading and actively engaging in JPGs and OPG/OPT to develop and integrate cyber capabilities into plans, supporting Combatant Commander planning initiatives.
  • Coordinating cyberspace operations planning activities through the Integrated Joint Special Technical Operations (IJSTO), including Evaluation Request and Response Messages, Special Access Program (SAP) procedures, and the Rapid Action Planning and Coordination Office (RAPCO).
  • Exhibiting independent thought and serving as a technical expert in all planning methodologies and applications across all phases of military operations, providing analytical expertise and advanced knowledge of operational design, Joint Operation Planning, and APEX.
  • Establishing joint operation planning objectives to support combat and contingency operations autonomously.
  • Independently coordinating the development of cyberspace operations plans, contingency plans, CONOPs, and orders.
  • Delivering extensive technical expertise; leading and participating in all phases and steps of the JOPP and APEX activities.

Qualifications Required:

  • A minimum of 10 years of experience as a Joint Operation Planner with comprehensive knowledge of JOPP, Joint Operation Planning and Execution System (JOPES), and APEX planning formats and guidelines.
  • A bachelor's degree from an accredited institution.
  • Specialized education in military joint operation planning through JPME II from a CJCS accredited joint education program, with alternatives such as the Joint Intermediate Officer Course (JIOPC) or similar military operation planning courses accepted in lieu of JPME II.
  • Exceptional attention to detail and organizational capabilities, alongside excellent communication skills.
  • Strong analytical and problem-solving abilities.

Clearance Requirements: TS/SCI with CI Poly level security clearance is mandatory.
