Job Overview

Position Summary:

The role involves overseeing and evaluating strategies, doctrines, policies, directives, and instructions from higher command levels, providing recommendations to ensure adherence and consideration in planning initiatives. The planner is responsible for formulating plans and orders through the application of operational art and design, utilizing the Joint Operation Planning Process (JOPP) within the established milestones, deliverables, and interaction points for plans developed through Adaptive Planning and Execution (APEX) activities.

Key Responsibilities:

  • Contribute to the development of tactics, techniques, and procedures (TTPs), concepts of operations (CONOPs), and courses of action (COAs) related to Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and the safeguarding, operation, and defense of the Department of Defense Information Network (DODIN).
  • Identify and address capability gaps, prioritize and validate requirements, and adapt planning efforts based on the evolving cyberspace landscape.
  • Assist in creating exercise scenarios, operational plans for exercises, and other necessary documentation to support planning and execution aligned with USCYBERCOM training priorities.
  • Conduct research on current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR).
  • Engage in Joint Planning Groups (JPGs) and Operational Planning Groups/Teams (OPG/OPTs).
  • Lead and actively participate in JPGs and OPG/OPT, integrating cyber capabilities into planning efforts in support of Combatant Commander objectives.
  • Coordinate cyberspace operations planning activities through the Integrated Joint Special Technical Operations (IJSTO), including Evaluation Request and Response Messages, Special Access Program (SAP) procedures, and the Rapid Action Planning Coordination Office (RAPCO).
  • Demonstrate independent thinking and serve as a technical expert in all planning methodologies and applications across all phases of military operations, providing analytical expertise and in-depth knowledge of operational design, Joint Operation Planning, and APEX.
  • Establish joint operation planning objectives to support combat and contingency operations autonomously.
  • Independently manage the development of cyberspace operations plans, contingency plans, CONOPs, and orders.
  • Provide extensive technical expertise and lead participation in all phases and steps of the JOPP and APEX activities.

Qualifications:

  • A minimum of 10 years of experience as a Joint Operation Planner with comprehensive knowledge of JOPP, Joint Operation Planning and Execution System (JOPES), and APEX planning formats and guidelines.
  • A bachelor's degree from an accredited institution.
  • Specialized education in military joint operation planning through JPME II from a CJCS accredited joint education program, with alternatives such as the Joint Intermediate Officer Course (JIOPC) or similar military operation planning courses accepted in lieu of JPME II.
  • Exceptional attention to detail and organizational capabilities, along with excellent communication skills.
  • Strong analytical and problem-solving abilities.

Clearance Requirements: TS/SCI with CI Poly level security clearance is mandatory.
