Construction Manager

Chenega MIOS SBU is seeking a highly skilled Construction Manager to join our team. As a Construction Manager, you will be responsible for providing construction engineering and project management labor support to various locations within the NAVFAC Washington Area of Responsibility.
Key Responsibilities:- Review pre-final contract drawings and specifications to ensure constructability and compatibility with actual field conditions.
- Develop and execute projects using Design-Bid-Build and Design-Build delivery methods.
- Assist in coordinating post-award contract meetings, including kickoff meetings, preconstruction conferences, and design review meetings.
- Review and recommend acceptance or rejection of contractor administrative submittals, such as schedules, environmental protection plans, and construction quality control plans.
- Assist in managing contractor Requests for Information (RFIs) and ensuring timely responses.
- Ensure effective communication and coordination between project managers, design managers, contract specialists, contractors, and other stakeholders.
- Monitor project budget and time constraints, including cost and schedule growth metrics, and initiate corrective action as necessary.
- Routinely visit construction sites to monitor progress and solicit input from Engineering Technicians/Quality Assurance representatives.
- Take necessary action to ensure the contractor's quality control program is provided in accordance with contract requirements.
- Provide project status updates to senior personnel within the field office or Supported Command.
- Assist the Project Manager in managing Post Construction Award Services (PCAS).
- Assist in coordinating the delivery, acceptance, inspection, and installation of government-furnished equipment.
- Assist in preparing property record inventory documents and DD 1354 Transfer and Acceptance of Military Real Property.
- Assist in identifying the need for modifications to scope, cost, and/or schedule based on collaboration with supported Command, designer, and/or other entities.
- Prepare independent government estimates (IGEs) when needed.
- Assist in preparing or coordinating the preparation of sketches and drawings in support of negotiations and issuance of modifications.
- High school diploma or GED equivalent required.
- 15+ years of experience as a Superintendent, Quality Control Manager, or Project Manager.
- Secret clearance required.
- Thorough knowledge of construction practices and methods, as well as construction management.
- Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes.
- In-depth knowledge of various types of construction contracts, project delivery methods, and regulations governing federal contract administration.
- Able and willing to traverse construction job sites (approximately 20% of the time).
- Able to communicate effectively to all leadership levels.
- Knowledge and experience with applicable Codes and Industry Standards.
- Knowledge of EM, US Army Corps of Engineers (USACE), Safety and Health Requirements Manual.
- Ability to prepare cost estimates and assist in negotiations of change orders when requested.
- Knowledge of computer operations and software applications such as MS Office (Word, Excel, Access, and PowerPoint), and Primavera P6.
