Position Overview

Role Summary:

Strategic Operational Solutions, Inc. (STOPSO) is in search of a distinguished leader for the Head of Strategic Initiatives role, possessing a proven history of success in securing new business within the Department of Defense (DoD) and Federal/Civilian Sector markets. This position is crucial in propelling the growth of our organization by identifying and pursuing new opportunities that align with STOPSO's strategic objectives while leading a dedicated solutions team.

Your primary focus will be to formulate and implement detailed capture strategies and plans, develop competitive solutions, and ensure a high probability of success across qualified opportunities. This includes ensuring that proposal documents accurately reflect the solution, strategy, and unique customer requirements in alignment with evaluation criteria for optimal proposal submissions. You will take ownership of assigned pipeline efforts from opportunity identification to pre-award activities, driving solution development throughout the capture management process. This role reports to the Senior Director of Strategic Capture & Proposals and is integral to the growth leadership team.

Joining our Strategic Capture and Proposals team means you will have a direct influence on STOPSO's ongoing expansion. This role requires exceptional networking skills, as you will engage in face-to-face interactions with clients and colleagues, fostering relationships within the industry. The ideal candidate will demonstrate expertise in crafting comprehensive capture plans, call strategies, solutions, and partnerships to enhance overall probability of success.

Key Responsibilities:

  • Formulate comprehensive capture strategies for targeted opportunities, including customer needs analysis, competitive landscape assessment, value proposition development, and win theme creation.
  • Lead a solutions team to design customized technical solutions.
  • Collect, evaluate, and validate customer requirements to establish a focused, differentiated win strategy. Develop and execute customer engagement plans to reinforce the win strategy.
  • Analyze customer and program priorities based on capture efforts to derive key insights and formulate win themes and compelling benefits tailored to customer needs.
  • Gather opportunity and program intelligence to assess competition, evaluating strengths and threats to differentiate against competitors.
  • Build and maintain relationships with key stakeholders, including customers, partners, and internal teams, facilitating collaboration and communication to ensure alignment throughout the capture and proposal process.
  • Collaborate with subject matter experts and technical teams to create innovative solutions that meet customer requirements in line with evaluation criteria and differentiate the organization from competitors.
  • Identify and mitigate risks associated with opportunities, including technical, financial, and competitive risks, and develop contingency plans to address potential challenges.
  • In collaboration with the pricing team, support price-to-win analysis to inform pricing strategy and maximize the organization's competitive position while ensuring profitability.
  • Assist in contract negotiations with customers, partners, and subcontractors to secure favorable terms and conditions for the organization.
  • Conduct an overall assessment of proposal documents to ensure strengths align with evaluation criteria and that win strategies resonate consistently across sections.
  • Participate in internal gate briefings, pricing, teaming, and capture reviews; proposal reviews, and document lessons learned. Facilitate strategy, solutions, and storyboard sessions.
  • Identify risks and develop mitigation plans; escalate issues for timely resolution.
  • Efficiently collaborate with internal and external stakeholders, maintaining proactive communication through various tools.
  • Support in drafting non-technical sections, such as Management Plans, Transition, and Staffing Approaches in partnership with internal stakeholders.
  • Continuously assess and enhance the organization's capture process, tools, and methodologies to improve effectiveness and efficiency.

Required Qualifications:

  • Bachelor's degree in Management, Business, Finance, Communications, or a technical discipline (additional years of experience may be considered in lieu of a degree).
  • Six or more years of demonstrable success in leading and winning captures valued over $25M in the federal marketspace in a capture manager capacity.
  • In-depth knowledge of the business development lifecycle and Shipley processes.
  • Thorough understanding of federal procurement acquisition processes, contract types, and payment types.
  • Proven ability to work efficiently under multiple efforts, deadlines, and changing priorities.
  • Experienced in utilizing various contract vehicles and proficient in research and analysis.
  • Strong presentation skills and effective written and verbal communication abilities.
  • Demonstrated leadership skills and competencies.
  • Experience in facilitating strategy, solutions, and storyboard sessions.
  • Advanced proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint.
  • Excellent work ethic, time management, and organizational skills.
  • Ability to work extended hours and/or weekends to meet internal/external deadlines.
  • Must be a U.S. Citizen.
  • Willingness to travel up to 25%.

Preferred Qualifications:

  • Advanced degree in Management, Business, Finance, Communications, or a technical discipline.
  • Active membership in APMP.
  • APMP Capture Practitioner Certification.
