POSITION OVERVIEW

The Manager of Regulatory Rates oversees the comprehensive process of formulating and supporting the utility's cost recovery mechanisms. Key responsibilities include executing rate design and analysis, preparing documentation for rate cases and clause proceedings, organizing and developing testimony and supporting schedules, and shaping regulatory strategies. This role also involves conducting special projects and studies, resolving tariff application discrepancies, preparing responses to discovery inquiries, assisting in the interpretation and communication of regulatory policies, particularly regarding rate design, cost recovery, and service rules, and providing specialized expertise for multidisciplinary efforts addressing various company challenges. This position functions autonomously as the subject matter expert on cost recovery, rates, and tariff issues.

PRIMARY RESPONSIBILITIES

1. Management of Cost Recovery and Tariff Interpretation (40%)

  • Oversees cost recovery clause filings that align with established regulatory rules and policies. Engages in witness preparation sessions and acts as a subject matter expert on cost recovery within the organization.
  • Responds to inquiries regarding cost recovery policies, rate details, billing histories, and rate forecasts from internal and external stakeholders.
  • Handles tariff inquiries from various sources regarding appropriate rates, services, and regulatory requirements, serving as the internal expert on clause rates.

2. Regulatory Matters and Rate Proceedings (30%)

  • Conducts planning for cost recovery and rate design, leading to the preparation of proposed tariffs or petitions.
  • Manages the creation of filing documents, including cost recovery clauses and MFRs for regulatory proceedings.
  • Participates in resolving regulatory issues, representing the company as a witness in regulatory proceedings, negotiation sessions, and industry meetings.
  • Prepares responses to interrogatories and other information requests, testimony, exhibits, and related documents.

3. Additional Responsibilities (30%)

  • Develops and implements enhancements in software systems used for rate design, pricing preparation, and future cost and rate planning.
  • Participates in workshops, hearings, or agenda conferences.
  • Researches regulatory precedents relevant to current issues and challenges.
  • Provides regulatory insights and analysis during meetings and serves as the departmental expert on cost recovery in inter-departmental teams.
  • Assists colleagues within Regulatory Affairs as needed on projects requiring additional resources.

SUPERVISION

Direct Supervision: Exempt employees

Indirect Supervision: May involve direct and indirect supervisory responsibilities over other employees and external consultants on special projects, such as rate preparation, witness preparation, rate case development, and other technical analyses.

RELATIONSHIPS

Key Internal Contacts: Regular interaction with executives of TECO Energy and its subsidiaries. Frequent collaboration with Customer Care, Fuels Management, Electric Delivery, and Energy Supply teams.

Key External Contacts: Engagement with FPSC and FERC staff, legal counsel, consultants, and interveners in docketed matters.

QUALIFICATIONS

Education:

Required: Bachelor's Degree in a relevant field.

Experience:

Required: 6 years of experience in rate design preparation and tariff filings, with extensive proficiency in PC applications and spreadsheet analysis.

Knowledge/Skills/Abilities (KSA):

Required: Strong understanding and application of tariffs. Proficiency in MS Excel, Word, PowerPoint, and other necessary software.
