Job Summary:

Epsilon, Inc. is seeking a highly skilled Government Contracts Administrator III to join our team. As a key member of our Security Department, you will play a critical role in managing government contracts and subcontracts by drafting, reviewing, negotiating, and ensuring compliance with Federal Acquisition Regulation (FAR) and other contracting standards.

About the Role:

As a Government Contracts Administrator III, you will be responsible for preparing documents, drafting amendments, tracking correspondence, and maintaining documentation related to contracts, sub-contracts (SubKs), and proposals. You will also review agreements or proposed agreements for conformity to company rates, rules, and regulations, ensuring compliance with Federal Acquisition Regulation (FAR) and other government contracting requirements.

Key Responsibilities:

  • Prepare documents, draft amendments, track correspondence, and maintain documentation related to contracts, sub-contracts (SubKs), and proposals.
  • Review agreements or proposed agreements for conformity to company rates, rules, and regulations, ensuring compliance with Federal Acquisition Regulation (FAR) and other government contracting requirements.
  • Confer with various department heads to detect ambiguities, inaccurate statements, omissions of essential terms, and conflicts, particularly in relation to government contract requirements and subcontractor agreements.
  • Understand contractual obligations, identify potential risks, communicate key terms and conditions, and assist the project teams with compliance.
  • Act as a subject matter expert for Federal Acquisition Regulation (FAR) based contracting, contractual requirements, contract types, and subcontracting requirements.
  • Facilitate and conduct negotiation of subcontract terms and conditions, change orders, and other commercial-oriented matters through closeout, with expertise in government subcontracting procedures.
  • Facilitate negotiations, prepare correspondence, contract amendments, and flow-downs for subcontracts, and maintain documentation in accordance with government contracting standards.
  • Participate in and facilitate program reviews, status briefings, and customer interaction whenever the contracting office is involved, including liaison with government contracting officers.
  • Using a software platform, coordinate the flow of related documents for contracts such as certificates of insurance, compliance questionnaires, required training certificates, etc.
  • Participate in the preparation of scheduling details and coordination of requirements related to contract execution, adhering to all timelines and milestones.
  • Initiate and maintain a network of communication with contracting specialists/officers.
  • Conduct reviews and otherwise assist with the management of Epsilon's compliance programs in accordance with ISO, CMMI, or other standards relevant to government contracting.
  • Monitor and ensure compliance with government-specific regulations such as the Truth in Negotiations Act (TINA), Cost Accounting Standards (CAS), and Small Business Subcontracting Plans.
  • Maintain a complete repository of all contract award documents, modifications, subcontracts, task orders, and other relevant contractual documentation, as well as a contract document tracker that provides a single source of information for contract document detail.
  • Participate in other projects, as required, including government contract-related initiatives.
Requirements:

  • Associate or Bachelor's degree in a related Business Management discipline and 5-7 years of related experience or equivalent combination of High School Diploma, education, certification, and experience. Preference for degrees in Government Contracting, Business Administration, or related fields.
  • Possess intermediate to advanced knowledge and skills applicable to perform required contracts administration job tasks and responsibilities, with a strong emphasis on government contracting processes.
  • Experience with government contract development and administration, including drafting, reviewing, amending, negotiating, and executing contracts in accordance with FAR and other relevant regulations.
  • Is qualified to conduct contract administration tasks of moderate complexity and significance
  • Proficiency in Microsoft Office Suite and contract management software systems.
  • High level of professionalism in dealing with government agencies, customers, management, and staff.
  • Highly organized with the ability to multi-task and work effectively in a fast-paced environment to meet multiple deadlines, including government-imposed timelines.
  • Excellent problem-solving/judgment skills, with a high level of attention to detail and accuracy, crucial for government contract compliance.
  • Excellent written and oral communication skills, including the ability to interpret and explain complex government regulations.
  • Ability to maintain confidentiality and exercise discretion with confidential information, especially regarding sensitive government contracts.
  • Strong team player; self-assured, confident, and goal-oriented.
  • Strong ethics and a high level of personal and professional integrity.
  • Certification in Government Contracting or Federal Contract Management is highly desirable.
Preferred Qualifications:

  • Currently holds or has held a license to practice law (and not disbarred) or has previous experience as a Paralegal, preferably with a focus on government contracts law.
  • Extensive experience with Federal Acquisition Regulation (FAR) compliance and other related statute-related contracting compliance (e.g., DFARS, ITAR, EAR).
  • Experience using a management software tool for tracking assets, risk, documents, tasks, or contracts, specifically those used in government contracting.
  • Experience in risk management processes, particularly as they relate to government contracts.
  • Experience in change management processes within the context of government contracting.
  • Experience with any of the following certifications/compliance matrices: ISO 27000, ISO 20000, ISO 9000, CMMI, ISACA ITAF, FISMA, FEDRAMP, NIST 800-53, NIST, SOX, SOC, or another relevant standard applicable to government contracting.
  • Familiarity with government-specific auditing procedures and requirements.
  • Knowledge of Cost Accounting Standards (CAS) and their application in government contracts.
  • Experience with proposal preparation and pricing for government contracts.
  • Familiarity with small business subcontracting plans and socioeconomic programs in government contracting.
Other Requirements:

  • Ability to attain and retain an active Public Trust or DoD Security Clearance.
  • Occasional overtime is required.
  • May occasionally need to respond to a high-priority matter, after hours.
  • Occasional local, regional, and overnight national travel required for training, conferences, and visiting other Epsilon locations.
