Overview

Under the guidance of senior management, the individual will oversee the operations of a laboratory dedicated to wastewater treatment or manage research and analytical projects related to water, sewage, effluent, sludge, and other materials processed within the organization.

Key Responsibilities

The following duties are essential and represent core functions typical for this role. They are not exhaustive and may include additional responsibilities not specifically listed.

Directs, evaluates, and reviews the performance of laboratory staff; handles disciplinary actions, grievances, and personnel recommendations. Ensures compliance with safety regulations and operational guidelines among team members. Assesses and refines laboratory methods; establishes analytical protocols and overarching laboratory policies. Develops and manages a comprehensive quality assurance/quality control (QA/QC) program to validate laboratory results. Engages in the training and development of laboratory personnel. Reviews and verifies laboratory analyses and calculations. Anticipates resource needs and prepares budgets; plans for future laboratory space requirements. Participates in the Laboratory Information Management System (LIMS) committee as needed.

Additional Responsibilities

Compiles reports and disseminates data as required. Conducts tests on various materials to ensure compliance with specifications. Represents the organization in legal matters concerning laboratory results. Manages the requisition and appropriate utilization of laboratory supplies. May serve as the Hazardous Waste Storage Area Steward, overseeing inventory management, chemical segregation, inspections, and reporting of any issues. Performs other assigned duties as necessary.

Working Conditions

Exposure to a range of chemical and biological substances, some of which may pose hazards. Potential exposure to fumes and unpleasant odors is also possible.

Required Knowledge, Skills, and Abilities

In-depth understanding of wastewater treatment processes and environmental legislation. Extensive knowledge of environmental chemistry, laboratory practices, and quality assurance protocols. Proficient in statistical methods for data analysis and interpretation. Strong knowledge of environmental monitoring and research related to municipal sludge application. Familiarity with hazardous waste regulations and emergency response procedures. Knowledge of organizational waste management protocols. Proficient in computer systems utilized for data analysis and management, particularly LIMS. Familiarity with analytical instruments and systems. Strong communication skills, both verbal and written. Ability to manage multiple projects simultaneously. Competence in planning and supervising team activities to foster high performance and morale.

Minimum Qualifications

A bachelor's degree in chemistry or chemical engineering from an accredited institution, coupled with six years of professional experience in chemical analysis of water, sewage, or industrial waste. This includes at least two years in sewage treatment control and stream pollution, with a minimum of two years in a supervisory capacity.

Substitution

Graduate coursework in chemistry or chemical engineering may replace required experience on a year-for-year basis, up to three years. Experience in overseeing quality systems in an analytical laboratory may also substitute for supervisory experience on a year-for-year basis.

Promotional Requirement

One year of service with the organization as a Senior Environmental Chemist. Civil service status as a Senior Environmental Chemist.
