As a Senior Systems Engineer, you will leverage systems engineering methodologies to enhance capabilities that address both technical and policy dimensions of PKI Management. Your responsibilities will include analyzing user requirements, operational concepts, and high-level system architectures to formulate system requirements specifications.

Key Responsibilities:
  • Evaluate requirements across various PKIs to identify interoperability challenges.
  • Draft and assess PKI Certification Practice Statements for adherence to PKI X.509 Certificate Policy standards.
  • Conduct compliance audits and security evaluations of PKI components, including Certificate Authorities (CAs), cryptographic hardware, smartcards, and related technologies.
  • Analyze system requirements while leading design and development efforts.
  • Assist users in defining requirements, propose alternative solutions, and perform feasibility assessments.
  • Provide technical guidance for integrating requirements, design, and technology.
  • Incorporate new strategies, designs, and systems into existing operations.
  • Create comprehensive technical documentation.
  • Develop system architecture and design documentation.
  • Guide system development and implementation planning through the preparation of engineering management plans and integration/test plans.
  • Engage with government representatives regarding technical considerations and related issues.
  • Ensure the technical integrity of all work performed and deliverables in the Systems Engineering domain.
  • Communicate effectively with program personnel, government officials, and senior management.
Basic Qualifications:
  • A Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related field from an accredited institution, or 5 additional years of relevant experience in lieu of a degree.
  • A minimum of 14 years of experience in Systems Engineering within programs and contracts of similar scope and complexity.
  • Proficient understanding of X.509 and general certificate management processes.
  • Experience with PKI systems, including the ability to write and interpret PKI X.509 Certificate Policy requirements.
Desired Qualifications:
  • Experience in reviewing and developing security assessments and requirements for security functions related to the creation, management, operation, and certification of cryptographic hardware.
  • Experience in conducting security, vulnerability, and functional assessments of PKI and key management components.
  • Experience in performing technical and security reviews of documentation and PKI components, including the preparation of white papers or position papers outlining challenges and solutions.
Security Clearance Requirements:
  • Must possess an active TS/SCI clearance with polygraph.
Physical Requirements:
  • Ability to remain stationary for 50% of the time.
  • Regularly operates a computer and other office equipment.
  • Frequent communication with colleagues, management, and clients, which may involve presentations.
  • Repetitive motions may be required.
