Job Title: Staff Environmental Planner

Burns & McDonnell, a leading engineering and environmental firm, is seeking a Staff Environmental Planner to support business development in the Texas region. This role will focus on transmission line routing studies, environmental surveys, National Environmental Policy Act (NEPA) analysis, and land use planning/permitting services.

Key Responsibilities:
  • Support the execution of environmental projects and author environmental studies and analyses to support applications for certificates of convenience and necessity pursuant to authorization from the Public Utilities Commission (PUC) of Texas.
  • Prepare routing studies and evaluations pursuant to CCN applications for approval by the Texas PUC.
  • Conduct pre-application meetings with jurisdictions, interact effectively with county and local staff, prepare and submit land use permits, and prepare material for public open houses and public outreach.
  • Work independently and demonstrate competence in the area of technical report writing related to NEPA compliance as well as other types of technical reports and regulatory (Federal, State, local) permitting documents.
  • Develop, cultivate, and strengthen existing and new client relationships.
Requirements:
  • B.S. or M.S. in Environmental Science or Studies, Planning, Natural and/or Cultural Resource Management or related field, or B.S. or M.S. in land use planning/urban planning.
  • Minimum 4 years related consulting experience.
  • Specific demonstrated experience supporting and acquiring CCN certificates for electric transmission line projects is preferred.
  • Experience with the resources and regulatory agencies in Texas. Local and regional knowledge and relationships with industry and regulatory agencies is preferred.
  • Excellent written, verbal and interpersonal communication skills.
  • Solid time management and follow-through skills, with the ability to simultaneously work on and manage multiple tasks/projects with tight deadlines.
  • Strong analytical and problem-solving skills.
