Bachelor's Degree or certification in Construction Management, Engineering, or Business Management.

7 years of experience in operations and maintenance

3 years of experience in a supervisory role

Prior experience and/or training in gas distribution/transmission, measurement and regulation, and construction

Familiarity with DOT Part 192 regulations

Must qualify under Operator Qualifications standards

Valid Driver's License required (subject to motor vehicle record review).

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:


Enhances team effectiveness through mentoring, training, and recommending corrective actions for staff; planning, delegating, monitoring, and evaluating job tasks and outcomes in a timely manner.


Oversees personnel management, including work distribution, time approval, recruitment, training, orientation, and conflict resolution; assesses performance and recommends personnel actions; inspires employees to achieve optimal productivity and performance.

Develop measurable performance expectations for assigned projects aligned with departmental goals and objectives.

Identifies and resolves operational challenges. Proposes initiatives to motivate staff towards achieving work objectives.

Assigns daily responsibilities to staff and evaluates their performance. Monitors the progress and status of ongoing projects.


Contributes to the forecasting, planning, preparation, implementation, and direction of both annual Capital and O&M budgets, including forecasting and reforecasting local utility resources to support both capital and operational activities.

Reviews budget variances and implements necessary adjustments to meet objectives.


Establishes criteria and protocols for the inclusion of external workforce applications (contract development and administration) as applied throughout the natural gas system.

Recommends studies to enhance and reinforce systems and assists in implementing changes to promote safety, synergy, engagement, and efficiency within the organization.

Assists in developing employees to meet mandatory federal operator qualifications.

Supervises efforts to meet or exceed customer satisfaction, both internal and external.

Promotes communication and teamwork in a diverse work environment and leads by example.

Participates in and collaborates with company resources on programs related to safety, public liaison, emergency response, and coordination with external agencies, communities, and developers.


Ensures compliance with NTUA policies and procedures and federal safety codes (49 CFR Parts 191,192, 199), as well as state and local regulations.

Interprets codes and provides management with recommendations to modify programs as necessary to ensure pipeline safety compliance.

Stays informed of federal, state, and local laws and requirements related to daily operations.

Responds to and supervises emergency situations as needed throughout the service area.

Acts as a local liaison with State Pipeline Commissions for activities under their jurisdiction and requirements.


Prepares and oversees special reports in response to internal and external requests to provide accessible data for reliable analysis, management review, research purposes, and/or reporting requirements.

Achieves financial objectives by preparing and managing the annual budget; presenting and justifying budget recommendations to relevant personnel. Ensures effective cost management within the area of responsibility.

Ensures all personnel receive proper training and are adequately equipped for their roles.

Ensures adherence to Company policies and procedures.

Maintains records of all group activities and provides reports as necessary on group work.

Conducts risk assessments and develops mitigation plans.

Keeps leadership and other departments informed of program activity status by attending meetings and submitting reports.

Coordinates system repairs within federally regulated criteria and deadlines.


Manages transmission compliance programs, including Corrosion Control, Gas Leak Survey, Odorization, Continual Surveillance, Infrastructure Management, Compliance Database Management, and Risk-Based Prioritization of current and pending work requests.

Oversees various records to ensure compliance with federal regulations related to natural gas transmission.

A strict set of specifications and standards must be enforced to safely operate the natural gas transmission system.

Standards include conducting leak surveys, performing cathodic protection activities, managing Abnormal Operating Conditions (AOC), and ensuring compliance with Department of Transportation (DOT) regulations.

Assists with system planning, development, and replacement programs for improvement projects.


Collaborates with engineering staff to approve gas system extensions, replacements, operating pressures, and associated timelines to ensure system integrity and overall service availability to customers.


Represents the Navajo Tribal Utility Authority in meetings with professional organizations, other utilities, and regulatory agencies at the county, state, and federal levels.

Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.

Performs other duties as assigned.
