POSITION SUMMARY

Under the guidance of the Community Development Director, the Senior Planner is tasked with a range of intricate and professional duties related to current and long-range planning. This includes overseeing zoning, subdivision, shoreline, and environmental regulations. The role involves interpreting and ensuring compliance with land use proposals in accordance with environmental impact requirements as mandated by SEPA and other environmental laws.

KEY RESPONSIBILITIES

Permits, Land Use Applications & Community Engagement
  • Engage with clients and applicants to clarify City planning policies, development standards, and the long-term vision for the community.
  • Collaborate effectively with the public and other City personnel to resolve issues.
  • Assist the public in preparing land use permit applications, ensuring completeness and compliance.
  • Review engineering plans for alignment with approval conditions and make recommendations for compliance with zoning regulations.
  • Draft correspondence and reports; prepare administrative determinations and code interpretations.
  • Evaluate proposed policies and development regulations, preparing reports that detail evaluation results and alternative methods for achieving desired outcomes.
  • Create new land use application materials and information bulletins for public distribution.
  • Consult with applicants, developers, and contractors regarding development plans; develop and update checklists and critiques; interpret and explain applicable laws and regulations.
  • Provide assistance to the public via counter service, email, and phone regarding land use and zoning inquiries.
  • Maintain and update the Community Development Department's online presence.
  • Support staff in processing applications, plans, and permits.
  • Conduct site visits and manage public notices.
  • Review critical area reports and assess mitigation proposals.
Research & Support for Community Development
  • Assist in researching policy matters and prepare documents for decision-making; collaborate with staff to support presentations to the City Council and other public forums.
  • Participate in researching and implementing software upgrades and workflow enhancements.
  • Review the Municipal Code and provide recommendations for amendments.
  • Draft ordinances and resolutions as needed.
  • Prepare SEPA checklists for municipal projects and review submitted checklists to draft threshold determinations.
Code Enforcement Responsibilities
  • Inform the public about City ordinances and compliance issues; issue stop work orders as necessary; investigate complaints and coordinate with the Building Official on permit violations.
  • Maintain code enforcement documentation and databases.
Long Range Planning Functions
  • Support the Community Development Director in code and Comprehensive Plan amendments.
  • Research and draft amendments to the Municipal Code as directed.
  • Advise City staff on land use, zoning, and related topics.
Additional Duties
  • Provide administrative support to the Community Development Director.
  • Assist the Planning Commission and Tree Board by preparing agendas and recording minutes.
  • Coordinate project activities with other departments and agencies.
  • Participate actively in City committees and interdepartmental work groups.
  • Assume responsibilities of other planning staff in their absence.
  • Perform additional duties as required.
  • Attendance outside of standard work hours may be necessary.
MINIMUM QUALIFICATIONS

Education and Experience

Required:

  • Bachelor's degree in planning or a related field such as geography, economics, political science, or environmental studies, along with a minimum of four years of relevant experience or equivalent education/experience.

Preferred:

  • Master's degree in planning or a related field.
  • Certification from the American Institute of Certified Planners (AICP).
  • Familiarity with Accela or similar permit tracking software.
WORKING CONDITIONS

The work environment is typical of an office setting, with field inspections conducted in various weather conditions. Evening and occasional weekend work may be required. The noise level is generally moderate.
