About the Position

We are seeking a skilled Telephone Technician - Information Technology Specialist to support our DOS DT IT team in Baghdad and Erbil, Iraq.

The successful candidate will provide expert-level support for all Department of State-owned telephone communications equipment, ensuring mission-critical resources are always available.

Key Responsibilities
  • Design, install, and maintain various telecommunications and telephone systems, including Avaya, Nortel, and Cisco equipment.
  • Provide oversight for hardware procurement, logistics, and maintenance programs.
  • Perform technical site surveys to determine structural and technical requirements.
  • Conduct fault isolation and technical control of voice frequency leased lines and associated equipment.
  • Work in confined areas, such as crawlspaces, attics, and utility pits.
  • Perform tasks from heights, including rooftops and scaffolding.
  • Move and handle heavy objects, such as crates and equipment racks.
  • Plan for deployment and maintenance of scalable VOIP telephone systems.
  • Read and write English communication skills.
  • Open shipping crates, perform inventories, and report deficiencies.
  • Follow established safety regulations.
  • Install UPS systems and replace batteries.
  • Take electrical measurements and make connections in electrical service panels and UPS units.
  • Troubleshoot and isolate problems with microcomputers and printers.
  • Provide software training and technical assistance to support staff.
  • Provide basic support services, including training staff in equipment use and maintenance.
  • Direct the work of temporary staff and evaluate their performance.
  • Maintain inventories and provide on-the-job training for locally employed staff.
Requirements
  • Bachelor's Degree with 5 years of experience or 13 years of job-related experience in lieu of education.
  • Military specializations in phone/voice systems may be considered in lieu of educational requirements.
  • Experience with CS1000E release 7.5 or higher, VoIP phones, and Avaya/Nortel-based telephone systems.
  • Skilled with call accounting software, call routing, and automated attendants.
  • Extensive knowledge of Avaya/Nortel-based telephone systems and applicable codes and safety regulations.
  • Active security clearance.
Preferred Qualifications
  • Nortel CS 1000 certification.
  • Cisco CCNA Voice certification.
  • Avaya certification (ACIS) is desired.
  • BICSI Installer certification is desired.
