POSITION SUMMARY:
This role entails monitoring designated areas to ensure compliance with parking regulations and issuing citations for violations. The position requires working various shifts, including days and evenings, and may involve operating a vehicle for street cleaning enforcement. This position is part of a collective bargaining unit and will adhere to the guidelines set forth in the relevant agreements. A background check is mandatory, and residency within the city is required.
KEY RESPONSIBILITIES:
- Utilize a handheld device for ticket issuance and documentation.
- Conduct patrols on foot and in a vehicle across assigned routes.
- Identify and ticket vehicles parked in violation of regulations, including expired meters and unauthorized parking in permit zones, following state and local laws.
- Initiate procedures for vehicles that are subject to booting.
- Report vehicles eligible for booting to the appropriate office.
- Capture photographic evidence of violations using handheld devices, including images of license plates and ticket placements.
- Inspect parking meters and kiosks to ensure proper functionality, reporting any issues encountered.
- Assist in street cleaning efforts by ticketing vehicles obstructing cleaning operations.
- Attend court hearings as required.
- Refer code violations to relevant inspection authorities.
- Maintain accurate records of activities and citations issued.
- Work various shifts, including weekends and holidays as necessary.
- Collaborate with city departments and agencies to ensure effective enforcement.
- Perform additional duties as assigned.
- Understand and comply with parking authority regulations and union agreements.
QUALIFICATIONS:
- Successful completion of a background check is essential.
- Familiarity with state parking regulations and local ordinances.
- Basic knowledge of the geography of the city.
- Ability to endure long periods of walking in diverse weather conditions.
- Valid Pennsylvania Class C (or Class 1) driver's license is required.
- Ability to handle public interactions with professionalism and courtesy.
- Strong observational skills to accurately read and interpret signage.
- Capable of documenting information clearly and accurately.
- Proficient in completing reports and following directives.
- Skilled in operating a motor vehicle and basic computer systems.
- Effective communication skills, both written and verbal.
- Ability to exercise sound judgment and initiative in various situations.
- Capacity to build and maintain positive relationships with the public and city officials.
EDUCATION AND EXPERIENCE:
- A high school diploma or GED is required, along with at least one year of relevant work experience.
- Coursework in interpersonal relations is advantageous.
RESIDENCY REQUIREMENT:
Proof of residency within the city is mandatory and must be maintained throughout employment.
BACKGROUND CHECK:
Completion of a background check is required for this position.
CERTIFICATIONS:
A valid Pennsylvania Class C (or Class 1) driver's license must be maintained during employment.
UNION AFFILIATION:
This position is part of a recognized bargaining unit and will be filled according to established collective bargaining agreements.
