The Procurement Specialist oversees all facets of purchasing from identifying needs to commitment and payment, ensuring a steady supply of quality products and services while minimizing overall costs. This role involves soliciting bids, negotiating terms, and finalizing purchase orders to support business operations. The Specialist identifies opportunities for process enhancements such as increased standardization, consolidation of purchase orders, reduction of cycle times, and improvements in payment conditions. Additionally, this position monitors and addresses supply chain risks to maintain continuous and reliable operations. The Specialist acts as a liaison between the organization and suppliers to resolve significant issues related to pricing, delivery, quality, and more.

Pay Range: $30hr-$50hr

Location: Tyler, TX

Duration: Until end of TAR around February/March 2025

Schedule: 40hrs/week 5/8 schedule

Key Responsibilities:

  • Procures materials, equipment, and services necessary for the maintenance, repair, and operation of the business, ensuring alignment with company interests. Acts as the company representative in committing funds within the assigned authority level.
  • Generates purchase orders and agreements, ensuring a seamless transaction process from order entry to invoice payment while maintaining supporting documentation for all purchases.
  • Employs strategies such as RFQ, bid analysis, and negotiation to maximize value from expenditures, continuously seeking innovative practices to enhance service value.
  • Collaborates with procurement and legal professionals to ensure that contractual terms and conditions are favorable and minimize risk. Evaluates competitive bids and quotations, negotiating agreements that balance cost, quantity, reliability, and on-time delivery metrics. Stays informed about current market conditions, new products, and supply sources relevant to assigned commodities.
  • Identifies critical purchasing criteria for each material or service being sourced, working with suppliers to assess factors influencing price and availability. Conducts market analysis and applies standardized criteria to identify and select potential suppliers.
  • Assists in developing estimates by gathering proposals for materials and services required for operations and capital projects.
  • Reviews purchase requisitions for completeness and appropriate approval levels, issuing and tracking purchase commitments to ensure timely delivery and satisfactory supplier performance.
  • Demonstrates proficiency in total life cycle cost analysis and other commercial analysis methods to support company initiatives.

Qualifications:

  • Minimum Bachelor's degree in Supply Chain Management or Business Administration required.
  • CPSM (Certified Professional in Supply Management) certification preferred.
  • 3-5 years of experience as a Buyer or Procurement Specialist, preferably in the Energy sector (Midstream Oil & Gas, refining, or petrochemical facilities).
  • Extensive experience with SAP, Excel, PowerPoint, and other Microsoft Office applications.
  • Previous TAR experience is highly preferred.
