Summary

The Consultant Project Management Program within the Engineering Services Division is on the lookout for a Lead Engineering Project Strategist. This senior-level role is pivotal in managing engineering initiatives and projects, supervising the execution of a diverse range of transportation infrastructure endeavors, and supporting the Program Manager by guiding and mentoring Project Management personnel.

This position offers an excellent opportunity for candidates passionate about overseeing the design of urban transportation infrastructure for the City of Charlotte while also nurturing and leading the next generation of engineers.

Key Responsibilities
  • Assist the Program Manager in strategizing, executing, and managing division and program projects.
  • Lead, supervise, and mentor both professional and paraprofessional engineering teams.
  • Act as a visionary leader, fostering consensus, empowering team members, demonstrating flexibility, and managing conflicts while adhering to deadlines.
  • Provide expert technical guidance, information, and consultation in transportation infrastructure design to consultants, contractors, engineers, other City officials, and the public regarding relevant procedures, regulations, and standards.
  • Serve as a section representative responsible for delivering program-level administrative support across various initiatives.
  • Utilize project management expertise to oversee all phases of multifaceted capital projects from inception to completion.
  • Engage in extensive public relations and act as the project liaison to the public, property owners, media, other government entities, and other City departments/officials concerning assigned projects.
  • Manage the administrative components of assigned projects: negotiate and oversee budgets and expenditures, update and monitor project timelines.
  • Participate in ongoing committees related to transportation infrastructure planning, design, and implementation processes.
  • Coordinate with State and Federal agencies for projects with alternative funding sources.
  • Exhibit advanced project management skills on unique projects with larger scopes and greater complexity, and/or a high degree of visibility where public relations and perception are critical.
Knowledge, Skills & Abilities
  • Extensive engineering project management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects is essential.
  • Experience in transportation infrastructure projects and familiarity with City design expectations is highly preferred.
  • Proven track record of successful project management.
  • Progressively responsible leadership and organizational experience in project management and program administration.
  • Demonstrated ability to effectively direct and guide teamwork efforts.
  • Strong verbal and written communication skills.
  • Ability to collaborate effectively with other City employees and the public.
  • Proficient computer skills, including expertise in Microsoft Office Products (Word and Excel) and Adobe.
  • Experience with Primavera is preferred.
  • Ability to plan, prioritize, and organize work and complete assignments with minimal supervision.
  • Capability to lead a project team, supervise staff, and/or serve as a key member of a project team.
  • Thorough understanding of principles and practices of transportation engineering, including modern methods and techniques.
  • Ability to interpret and comprehend complex construction plans and plats.
Preferred Qualifications
  • Ten (10) years of experience in civil engineering or municipal capital improvement projects OR a Master’s Degree in Engineering or a related field with eight (8) years of experience in civil engineering or municipal capital improvement projects.
  • Supervisory experience.
  • Licensure as a Professional Engineer in North Carolina is preferred.
Minimum Qualifications
  • Bachelor's Degree in Engineering or a related field with five (5) years of relevant work experience in civil engineering or municipal capital improvement projects.
