Key Responsibilities:
  • Lead and manage subcontractor relationships to ensure timely and cost-effective delivery of goods and services.
  • Develop and implement subcontract agreements, ensuring compliance with federal regulations and company policies.
  • Collaborate with cross-functional teams to develop and manage subcontract statements of work, technical specifications, and flow-down of contractual requirements.
  • Ensure subcontract documentation mitigates supplier performance risk and conforms to program contract terms and conditions.
  • Facilitate the development of team/partner relationships with subcontractors and maintain long-term engagements to provide a competitive advantage to the business.
Requirements:
  • Bachelor's degree in a related field or equivalent experience plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience.
  • Substantial knowledge in applicable contractual flow downs, federal, state, Federal Acquisition Requirements/DFAR, and local laws, and the ability to apply them in the procurement of commodities, services, and subcontracts.
  • Expert in specific commodity, product, or technology.
  • Demonstrated advanced working knowledge of Federal Acquisition Regulations (FAR) / Defense Federal Acquisition Regulations Supplement (DFARS) compliance.
  • Ability to undertake a mixture of program management and contract management in regards to complex subcontract (e.g., subcontractor budgets, program reviews, schedule, risk, technical performance, earned value management).
  • Ability to understand supplier and internal politics and successfully influence decision makers to achieve business and customer needs.
  • Exceptional negotiation skills and ability to develop win-win solutions.
  • Possess excellent analytical skills to aid in solving complex problems.
