Job Summary

This is a National Guard Title 32 Excepted Service Position. The Security Specialist (Training Specialist) will be responsible for ensuring combat readiness for the SF Squadron.

Key Responsibilities
  • Review and analyze operations, mobility, contingency, and exercise plans to ensure combat readiness.
  • Analyze exercise and contingency plans to determine required SF actions in support of mission requirements.
  • Evaluate equipment, manning, and training requirements to meet wartime, contingency, deployment, and pre-planned tasking.
  • Coordinate with other base organizations on applicable plans.
  • Manage the development of plans for deployment, disaster preparedness, base recovery, contingency response, and other related plans.
  • Prepare, update, and review the SF portion of the base deployment, disaster preparedness, base recovery, contingency response, and related plans.
  • Coordinate plans and annexes with SF supervisors.
  • Initiate changes, modifications, additions, and deletions to personnel and equipment tasking and assignments through the SF Commander for approval.
  • Identify deficiencies, develop, and implement plans for increasing mission readiness.
  • Ensure the SF unit meets requirements for wartime capability and AEF requirements.
  • Responsible for proper security, classification, and storage of classified documents.
  • Compile information by identifying shortfalls and recommending corrective actions to Status of Resources and Training System (SORT) monitor on the status of SF personnel and training in all three classified reports.
  • Serve as the alternate SORTs monitor.
  • Oversee the coordination, review, and implementation of SF manning authorizations and military personnel assignments.
  • Create and implement the unit Force Management Plan for all Unit Type Code (UTC) teams as directed by MAJCOM.
  • Develop, administer, and oversee the management of the unit's training programs to supervisors.
  • Instruct supervisors and trainers on the concepts, scope, and objectives of training programs.
  • Monitor the training necessary to ensure understanding of the AF management system.
  • Provide guidance to section supervisors in the selection of Enlisted Specialty Training (EST) trainers and task certifiers.
  • Instruct and coordinate train-the-trainer and task certifier courses for personnel.
  • Administer the SF Squadron EST program which includes management, qualification, upgrade, job knowledge, proficiency, professional development, and general military training.
  • Counsel personnel on training responsibilities, deficiencies, and problem areas in conjunction with supervisors, prepares long-range career development programs for enlisted and officer personnel.
  • Determine training requirements by reviewing and correlating documentation.
  • Balance training needs against available resources.
  • Ensure training programs provide required knowledge and skill factors necessary for safe and efficient mission performance.
  • Direct the certification testing (CERTEST) program.
  • Establish and maintain the MAJCOM CERTEST data for SF CDC testing program.
  • Maintain the certification testing video and publications library.
  • Determine requirements for computer hardware and software upgrades.
  • Analyze training data and makes recommendations for future program enhancements.
  • Assign and trains CERTEST program monitors.
  • Forecasts and submits Deployment For Training requirements in coordination with SF commander to ANG NGB/A7.
  • Advises the SF commander regarding support requirements to accomplish contingency and deployment operations.
  • Coordinates airlift requirements with base LGRDX and NGB/A7.
  • Advises SF commander of problem areas and recommends corrective actions.
  • Conducts unit self-inspections and assessments.
  • Reviews requirements, identifies deficiencies, develops recommendations, prepares reports, conducts briefings, and performs follow-up actions.
  • Submits written reports of completion to the unit commander and the base training office.
  • Plans, formulates, analyzes, and coordinates budget submissions.
  • Provides unfunded requirements and FINPLAN recommendations.
  • Manages all resources for the unit.
  • Coordinates with the financial management section for quarterly allocations and adjustments.
  • Manages workday utilization of allocated training mandays in the organization.
  • Coordinates with MAJCOMs for additional days and funding.
  • Serves as the primary Resource Advisor for the unit.
  • Represents SF at wing training meetings.
  • Provides input for base-wide operational, deployment, contingency, exercise planning, coordinating, and evaluating committees.
  • When needed or directed, performs and enforces the full range of security forces duties within the military installation.
  • Incumbent may be exposed to the day-to-day dangers of SF associated with law enforcement and security duties.
  • Incumbent has full powers to detain, pursue, or direct detaining of person(s) fleeing a crime scene, active shooter, or attempting to resist arrest.
  • Carries a firearm as required or directed.
Requirements
  • Military Grades: E5 through E-7
  • GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level.
  • Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two.
  • Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
  • Applicants must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
  • SPECIALIZED EXPERIENCE: To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience.
  • Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities.
Education

There is no substitution of education for specialized experience for this position.
