Electrical Infrastructure Manager

About the Role:
The City of Washington seeks an experienced Electrical Infrastructure Manager to oversee the expansion, construction, maintenance, and repair of its municipal-owned electrical utility system. This key position plays a crucial role in ensuring safe, efficient, and reliable electric service delivery to customers.
Key Responsibilities:
- Coordinate priorities and objectives on new or revised installation projects, collaborating with engineering personnel to ensure compliance with specific designs or specifications.
- Oversee capital budgeting and planning for service extensions, making informed decisions to optimize resource allocation.
- Monitor and evaluate employee activities for effectiveness, completeness, and safety standards adherence, inspecting work in the field and reviewing daily reports to provide constructive feedback.
- Conduct regular safety training and meetings to maintain staff awareness of safety issues and promote a culture of excellence.
- Develop accurate budget estimates for hours worked, forecasting future requirements for personnel, materials, supplies, and equipment; authorize requisitions and purchase orders as needed.
- Prepare monthly reports detailing work accomplished, work in progress, and operational costs, facilitating data-driven decision-making.
- Coordinate the planning and construction of new substations by consulting with engineering staff, identifying the need for change orders, specification development, and material procurement; inspect work performed by outside contractors to ensure quality and adherence to standards.
- Establish annual maintenance and performance objectives for the electrical utility division, developing divisional and employee performance goals that align with strategic objectives.
- Prepare detailed maps of the electrical distribution system, providing training to subordinates on reading and understanding mapping systems.
- Promote effective communication and collaboration with various stakeholders, including elected officials, customers, competitors, and the public, maintaining a positive community image and reputation.
- Provide technical, administrative, and supervisory guidance for day-to-day operations, including personnel matters such as hiring, terminations, timesheet approvals, expense reports, and employee relations.
- Respond to and resolve citizen inquiries and complaints, determining responsibility and developing strategies to address concerns.
- Maintain accurate records and reports, ensuring transparency and accountability in all aspects of departmental operations.
Requirements and Qualifications:
- Bachelor's degree from a four-year college or university in Engineering, preferably Electrical, or a minimum of 10 years of progressively responsible work experience in a municipal electrical utility environment, with extensive experience in electric utility management.
- A valid N.C. driver's license and acceptable driving record are required.
Competencies and Skills:
- Knowledge of construction, repair, and maintenance theories and practices related to high and low voltage electrical distribution systems.
- Understanding of state/federal regulations governing municipal-owned electrical systems.
- Ability to read and interpret electrical distribution construction plans and specifications.
- Capacity to plan and coordinate divisional work objectives with other departments, divisions, and contractors.
- Effective communication and interpersonal skills, with the ability to represent the city with various regulatory agencies and stakeholders.
- Strong leadership and problem-solving skills, with the ability to manage change, motivate employees, and make informed decisions.
Estimated Salary Range: $110,000 - $120,000 per annum
