Summary
This role encompasses the responsibilities of revenue generation, accounting, and comprehensive financial analysis for the department.

Key tasks include the examination of fiscal data, provision of financial insights to various management levels, compliance auditing, and offering training and guidance on financial processes and policies.

This position involves moderate to advanced analytical duties and includes the supervision of a budget and financial analyst.

Major Duties and Responsibilities

  • Develop and monitor the department's annual revenue forecasts.
  • Review and compute rates and fees applicable to the utility.
  • Annually enhance and update various cost allocation plans and conduct activity-based costing analyses as needed.
  • Engage in annual financial reporting activities to support Citywide ACFR development, ensure GASB compliance, facilitate SEC filings, and generate various internal financial reports.
  • Oversee the department's Capital Assets and Grants Budget and Finance Analyst.
  • Guarantee timely and precise accounting of department assets (fixed, rolling stock, intangible, donated, etc.) in line with established policies and financial systems.
  • Identify opportunities for adjustments and enhancements to the Charlotte Water Revenue Manual.
  • Administer department revenue contracts.
  • Conduct informal internal audits of financial and related areas.
  • Collaborate with stakeholders across City departments and within Charlotte Water to address challenges, develop processes/procedures, and optimize team resources.
  • Process transactions in the financial system as required.
  • Ensure historical accuracy by documenting procedures and decisions, maintaining necessary documentation, and providing required documents as needed.
  • Represent the department's financial interests in various committees.
  • Provide training to support financial-related activities and processes.
  • Perform other related duties as assigned with professionalism and tact.

Knowledge, Skills & Abilities

  • Familiarity with governmental accounting principles and fund accounting systems.
  • Ability to compile, interpret, and analyze statistical data and variances.
  • Proficiency in ERP Systems (Munis, Workday), Microsoft Office Suite, SharePoint, and Financial/HR Software (Clarity, Concur, Peoplesoft).

  • Expertise in implementing GASB statements.

Preferred Qualification

  • Bachelor's degree in business administration, accounting, public administration, or a closely related field from an accredited institution, along with three (3) years of relevant professional experience in financial functions demonstrating analytical and quantitative skills, preferably in a public sector environment; or two years of experience and a master's degree in a related field.
  • Certification as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA).

Minimum Qualifications

  • High School Graduate or Equivalent.
  • Seven (7) years of relevant professional experience in financial functions demonstrating analytical and quantitative skills, preferably in a public sector environment.

OR

  • 2-Year College Degree in business administration or accounting.
  • Five (5) years of relevant professional experience in financial functions demonstrating analytical and quantitative skills, preferably in a public sector environment.

OR

  • Bachelor's Level Degree in business administration, accounting, public administration, or a closely related field from an accredited institution.
  • Three (3) years of relevant professional experience in financial functions demonstrating analytical and quantitative skills, preferably in a public sector environment.

OR

  • Master's Level Degree in business administration, accounting, public administration, or a closely related field from an accredited institution.
  • One (1) year of relevant professional experience in financial functions demonstrating analytical and quantitative skills, preferably in a public sector environment.
