Key Responsibilities

  • Deliver technical program oversight, guidance, and address intricate issues related to project design and associated data.

A Professional Engineering License is mandatory for this role, and a copy of the current, valid registration certification (P.E. License) must be included with the application.

Qualifications

To be considered, candidates must meet the Basic Education Requirement for this position:

A. Degree: Engineering. Acceptable programs must: (1) lead to a bachelor's degree in an ABET-accredited engineering school; (2) include differential and integral calculus and advanced courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any comparable area of fundamental engineering science or physics.

OR

B. A combination of education and experience that provides (1) a thorough understanding of the physical and mathematical sciences underlying engineering, and (2) a solid grasp of engineering sciences and techniques applicable to one of the engineering branches. This background must be demonstrated by one of the following:

  • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Written Test -- Evidence of passing the Fundamentals of Engineering (FE) examination or any other required written test for professional registration.
  • Specified academic courses -- Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences, including courses specified in the basic requirements.
  • Related curriculum -- Completion of a curriculum leading to a bachelor's degree in a relevant scientific field, such as engineering technology, physics, or mathematics, may be accepted if the applicant has at least 1 year of professional engineering experience under professional supervision.
In addition to the basic education requirement, candidates must demonstrate specialized experience to be rated as qualified for this position.

To qualify at the GS-13 level, candidates must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service, demonstrating experience in performing six or more of the following duties:
  1. Designing Civil Engineering projects such as water transmission pipelines, treatment plants, dams, and bridges.
  2. Collecting and processing design data.
  3. Preparing Civil Engineering design drawings, including plan and profiles, grading, and building elevations.
  4. Conducting technical reviews and preparing specifications and estimates for construction projects.
  5. Planning and prioritizing work for subordinates, preparing schedules for task completion.
  6. Developing and maintaining professional relationships with stakeholders and contractors.
  7. Identifying and analyzing complex problems and making recommendations.
  8. Team building and negotiation.
  9. Overseeing the commissioning process of constructed facilities.

Selective Placement Factor: A current, valid P.E. License is required. Failure to provide proof will result in ineligibility for this position.

Experience includes both paid and unpaid work, including volunteer roles that build critical competencies and skills relevant to paid employment. All qualifying experience will be credited, including volunteer experience.

Candidates must meet all requirements, including any selective placement factors, by the specified deadline.

Education

This position has a mandatory education requirement. Candidates must submit a copy of college transcript(s) to support claimed education if substituting education for experience. Transcripts must include the institution's name and date of degree conferral. Non-submission will result in being rated not-qualified for the position.

Official college transcripts must be provided if selected, sent directly from the University's Registrar's office. Academic transcripts certified by notary publics are not considered official. Failure to submit official transcripts may lead to dismissal or rescission of the job offer.

Accreditation: Only education from accredited institutions recognized by the Department of Education is acceptable for meeting education requirements or substituting for experience.
