Summary
Charles County Government's Department of Public Works - Utilities Division is currently seeking qualified candidates for the position of Environmental Operations Manager. This role is pivotal in delivering managerial and operational oversight for the daily functions of the County's water and wastewater systems.
Key Responsibilities
- Oversee the daily management of environmental facilities to ensure adherence to permit specifications and regulatory standards.
- Analyze data collected by team members for accuracy and employ automation technologies to generate monthly operational reports and compliance documents.
- Provide technical guidance to staff and develop computerized systems that enhance their capacity to make timely and effective operational decisions.
- Contribute significantly to the preparation of annual operating and capital improvement budgets, collaborating with staff to manage expenses within approved limits.
- Offer recommendations regarding hiring, promotions, and disciplinary actions for personnel under supervision, in line with County and Department policies.
- Monitor and operate the County-wide Supervisor Control and Data Acquisition (SCADA) alarm system.
- Participate in safety initiatives to ensure compliance with all safety regulations and promote a safe working environment.
- Manage preventive and corrective maintenance tasks to guarantee the reliability of environmental facilities.
- Communicate effectively, both verbally and in writing, ensuring clarity in documentation and correspondence with regulatory agencies.
- Operate various environmental facilities across the County, with responsibilities that may shift based on departmental needs.
- Handle documentation related to State and Federal regulations for water and wastewater systems.
- Perform additional duties as assigned.
Qualifications
Education and Experience:
High school diploma or equivalent (GED) required; an Associate degree or higher in Biology, Environmental Science, or Chemistry is preferred. A minimum of eight (8) years of progressively responsible experience in environmental systems operations, including four years in management, administrative, and supervisory roles, or a combination of education and experience.
Licenses or Certifications:
Valid driver's license required. Must possess either a Wastewater Treatment Class-5A or Water Treatment Class 2 certification upon hire, with the expectation to obtain the other within three years of employment.
Knowledge, Skills, and Abilities:
- Understanding of principles and methods used in environmental treatment processes.
- Familiarity with regulatory requirements for environmental facilities.
- Proficiency in administrative processes including budgeting and personnel management.
- Ability to train and supervise staff effectively.
- Strong communication skills, both written and verbal.
Physical Demands
The role involves a mix of sedentary work and moderate physical activity, including the ability to lift and carry up to 100 pounds, climb, bend, and operate equipment.
Work Environment
Work is performed in both office and plant settings, requiring presence during emergencies and adverse weather conditions.
