Noblis ESI is a leading provider of solutions to the national space enterprise and ground systems acquisition community.

The Project Acquisition Specialist will work with our clients to support the future ground architecture, providing acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities.

Key Responsibilities:

  • Serve as acquisition support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects
  • Provide acquisition guidance, planning, and recommendations related to the integration of National Systems-based capabilities
  • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to the RFPs, Task Orders, BAAs, and Other Transactions
  • Will support Agile-based program management
  • Support the PM in multiple areas at the systems, mission, and enterprise levels; with program management; acquisition support; analytic support and analysis; and budgetary practices
  • Serve as technical expert in their assigned area
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers

Required Qualifications:

  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
  • Bachelor's degree
  • Experience in project management and acquisition, with emphasis on Government acquisition in DoD or IC
  • Familiarity with project management; monitoring developer cost, schedule, and performance; and program office processes, techniques, and documentation
  • Familiarity with different contracting types, e.g.: competition, sole source, IDIQ/TOs, Other Transactions, or Broad Agency Announcements)
  • Ability to facilitate commonality within the enterprise by acquiring a multi-INT, multi-sensor, and multi-nodal processing capability
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Track and respond to office tasking, build, and present program briefings, and update project schedules and calendars

Compensation: The projected salary range for this position is $77,800 - $237,050 per year, based on full-time status. For part-time or on-call staff, compensation is proportionately adjusted based on hours worked.
