Job Overview

The Information Technology Directorate is in search of a Senior Oracle Applications Specialist who excels in collaborative environments and possesses extensive expertise in managing and enhancing our current implementation of the Enterprise Oracle e-Business Suite (EBS) Procurement products and associated applications.

Key Responsibilities
  • Utilize comprehensive knowledge of technical principles, theories, standards, practices, and procedures in software development.
  • Develop program code based on internal specifications or legacy application code, create test plans, execute tests, analyze results, and amend program code to align with specifications.
  • Oversee the administration and technical management of our Enterprise Oracle e-Business Suite procurement products and modules.
  • Design and develop applications that support users by translating business requirements into system enhancements; configure and test modifications; maintain and monitor system security and permissions; and coordinate activities with team members, application owners, and IT.
  • Identify, report, and assist in addressing Cyber Security threats and vulnerabilities.
  • Lead intricate projects that may involve collaboration with other IT sections, departments, and external consultants.
  • Provide guidance, support, mentoring, and training to less experienced team members.
Qualifications

Due to the nature of our operations, US Citizenship is required for all positions.

  • Bachelor's degree in a computer-related field or equivalent experience with a minimum of 8 years of progressively responsible experience.
  • In-depth knowledge and experience with Oracle EBS modules and other Oracle products, particularly in Procurement modules.
  • Proficient in utilizing My Oracle Support, OTN, and other Oracle-provided support resources.
  • Experience with developer-related EBS configurations, including creating custom concurrent programs and executables, defining key and descriptive flexfields, and establishing custom profile options, menus, forms, and functions.
  • Understanding of basic EBS architecture, including Oracle naming conventions, file system layout, and server architecture.
  • Experience in Procurement Services, iSupplier, Procurement Contracts, and familiarity with Application Object Library concepts and resources, as well as understanding the table relationships of primary FND tables.
  • Oracle EBS developer background with expertise in:
    • Oracle SQL
    • Purchasing module
    • iProcurement module
    • AME
    • BI Publisher report creation, including data modules
    • PL/SQL, with the ability to comprehend Oracle seeded PL/SQL program units
    • Oracle Forms and Reports
    • Oracle Forms Personalization
    • Oracle Workflow Builder
    • Oracle Application Framework (OAF) and Oracle Application Development Framework (ADF)
    • APEX and Oracle Fusion experience is a plus
  • Strong analytical and problem-solving abilities.
  • Experience in troubleshooting and testing applications.
  • Ability to manage multiple tasks and maintain organization in a dynamic, fast-paced environment.
  • Excellent customer service skills and effective oral and written communication skills for clear reporting and information gathering.
  • Telecommuting may be an option for this position.
  • Willingness to work beyond standard hours when necessary due to project demands or operational needs.
  • Pre-placement physical examination, including a drug screen, is required. Compliance with substance abuse policies, including random drug testing, is mandatory.
  • A valid driver's license is required.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, 'Identity, Credential, and Access Management,' and Supplemental Directive NNSA SD 206.2, 'Implementation of Personal Identity Verification for Uncleared Contractors.'
